The framework focuses on three linked outcomes: better and more inclusive health and education services to improve human capital; expanded electricity access to enable business growth and quality of life; and improved agricultural productivity and food security to support value chains and rural economic development. Progress is tracked through WBG scorecard indicators and targets, with priorities spanning learning, health and nutrition, energy, agriculture, transportation, regulatory improvements, and private sector investment.","Public Disclosure Authorized Public Disclosure Authorized \nBurkina Faso Country Partnership Framework FY26-FY31 \nFY26-FY31 COUNTRY PARTNERSHIP FRAMEWORK FOR BURKINA FASO \nSupporting Documents \nI. Selected Economic Indicators……………………………………………………18 \nV. Streamlined Country Diagnostic…………………………………………………19 \nI. Results Framework: Intervention Logic and Short-Term Business Planning \nThe CPF supports three interrelated outcomes critical to enabling and accelerating job creation: 1) Better and more inclusive health and education services to improve human capital; 2) Increased access to electricity, to accelerate business growth and improve quality of life; and 3) Improved agricultural productivity and food security, to develop value chains, spur economic growth especially in rural areas, and reduce household food insecurity. \n| Overarching CPF Outcome: Jobs, Inclusion, and Resilience Indicator: New and better-paid jobs | | | | |\n| --- | --- | --- | --- | --- |\n| The overarching outcome of the FY26-FY31 CPF is to promote job creation while mitigating the drivers of fragility, thus strengthening Burkina Faso's resilience. Creating jobs in Burkina Faso's conflict-affected context is challenged by the urgency of the need and complicated by insecurity and instability, significant gaps in critical foundational infrastructure, and an uncertain business environment for private sector investment. With 34 percent of Burkina’s youth Not in Employment, Education, or Training (2024) and the number of new labor market entrants expected to well exceed the number of new jobs created each year, the CPF aims to fortify the foundations for job creation to unlock the potential of country’s population, especially its youth. This mandate involves supporting the preconditions for jobs through investments in learning, health and nutrition, and infrastructure (energy, agriculture, and transportation), enhancing the regulatory environment, and crowding in private sector investment that will spur demand for labor. Job creation will mitigate the drivers of fragility, foster poverty reduction, and drive economic growth – thereby advancing resilience.\u003Cbr>Progress towards the CPF's overarching outcome will be measured across all outcomes through the WBG's scorecard indicator: new and better-paid jobs. The target will be set once the upcoming methodology for calculating this indicator is available. | | | | |\n| Outcome 1: Better and more inclusive health and educat ion services | | | | |\n| Rationale for outcome: Human capacity deficits compromise the capacity and readiness of Burkina Faso's future workforce. This outcome supports government's efforts to increase access to quality education and health and nutrition services, particularly for underserved populations including IDPs. Closer spatial coordination between investments in the rural road network, education and health facilities, and WASH services is critical. Linkage with FCV drivers: This outcome addresses persistent inequalities that fuel perceptions of exclusion, resentment, and marginalization and reduces conflict-generating tensions, helping to restore trust in the delivery of services and improve state legitimacy. | | | | |\n| | Intervention logic | Business Planning | | Results/Targets |\n| Indicators | | Ongoing portfolio – lending, knowledge, and advisory | Pipeline – lending, knowledge, and advisory (18-24 months) | Baseline FY26; Target FY31 |\n| Indicator 1: Students supported with better education\u003Cbr>[Scorecard Indicator] | Building on lessons learned, WBG efforts will focus deliver better quality pre-and primary education services to more children in learning conducive schools, including more WASH facilities, and improved physical access.
