Streamlined Country Diagnostic (SCD)  \nThe Burkina Faso Streamlined Country Diagnostic (SCD) 2024 identifies binding constraints and policy priorities through extensive analysis and conflict-sensitive consultations.2 Updating the 2017 SCD, it examines developments since 2015 (Chapter 1), identifies three constraints—deepening fragility, lack of productive jobs, and underdeveloped human capital (Chapter 2)—details priorities (Chapters 3–5), and assesses feasibility/risks and the achievement of high-level outcomes (HLOs) .3  \nAn Increasingly Difficult Country Context (Chapter 1)  \nThe security situation in Burkina Faso has worsened, with increasing violence and political instability. Since the 2014 popular uprising, overthrowing President Compaoré after a rule of 27 years, the country has faced recurrent instability and violence, peaking in 2022 with two coups d’état within nine months. Transitional governments have responded by mobilizing paramilitaries and increasing security spending. By the end of 2023, reported fatalities from security incidents reached about 8,500 for the year. Inputs elevated security/IDP integration, balanced urban/rural service, and sharpened land governance/justice preconditions.  \n3 Prioritization criteria (per WBG SCD guidance): (a) likely impact on ending extreme poverty and boosting shared prosperity—with a strong emphasis on expanding productive jobs; (b) whether the constraint addresses essential preconditions and urgent basic needs (e.g., safety, food security, education, health); (c) complementary benefits across inequality, growth, and climate resilience; (d) strength of the evidence; and (e) balance of short‑term results and longer‑horizon impacts. Near‑term feasibility and political economy considerations inform sequencing and risk management but are not used as an additional filter that excludes high‑impact long‑term priorities.  \nAs insecurity worsened, communities responded in three ways: (a) moving to urban areas; (b) making survival pacts with non-state actors when besieged; and (c) allying with government forces, particularly the Volunteers for the Defense of the Homeland (VDP) . Weak service delivery and local governance exacerbate grievances against institutions and hinder a positive State presence, as evidenced by widespread lack of access to education, water, health, and electricity services outside the capital region.  \nFragility has led to significant social and economic costs.
