The World Bank Group (WBG) Country Partnership Framework (CPF) for FY26-FY31 supports Burkina Faso’s recovery from persistent instability by advancing key national development priorities outlined in the Government's National Development Plan.1 It operationalizes the WBG 3-by-5 Jobs Framework, tailored to country context, and leverages flagship platforms to drive transformational impact in inclusive education and health (UHC and AIM2030), energy (Mission 300), and agriculture (AgriConnect) . The program is underpinned by reforms to strengthen the regulatory environment and mobilize private capital. Aligned with the refreshed WBG Fragility, Conflict, and Violence (FCV) Strategy, the CPF supports government-led reforms in health, agriculture, and energy to reduce FCV risks and deliver results. Effective implementation of these reforms will help advance Burkina Faso toward greater stability, shared prosperity, and self-reliance.  \n2. Structural vulnerabilities continue to underpin Burkina Faso's fragility. Agriculture — the livelihood of 80 percent of the population—and low-productivity services dominate the economy, while heavy reliance on gold exports exposes the country to commodity price volatility and climatic shocks. Job creation is not keeping pace with the growing working-age population, limiting access to decent employment and heightening risks of youth radicalization. Climate impacts are widespread, and although conflict fatalities declined in 2025, key FCV drivers persist, including competition over natural resources, unequal access to public services, rising urban vulnerabilities, and weaknesses in the justice system. Geopolitical shifts have further strained regional alliances and relationships with traditional development partners.  \n3. The political transition in 2022 marked a pivotal shift in Burkina Faso’s response to its security and development crisis. Prior to the deterioration in security, the country had achieved relative macroeconomic stability, with Gross Domestic Product (GDP) growth averaging about 6 percent between 2005 and 2013, supported by sound fiscal management and sustained aid inflows.
