Creating jobs in Burkina Faso's conflict-affected context is challenged by the urgency of the need and complicated by insecurity and instability, significant gaps in critical foundational infrastructure, and an uncertain business environment for private sector investment. With 34 percent of Burkina’s youth Not in Employment, Education, or Training (2024) and the number of new labor market entrants expected to well exceed the number of new jobs created each year, the CPF aims to fortify the foundations for job creation to unlock the potential of country’s population, especially its youth. This mandate involves supporting the preconditions for jobs through investments in learning, health and nutrition, and infrastructure (energy, agriculture, and transportation), enhancing the regulatory environment, and crowding in private sector investment that will spur demand for labor. Job creation will mitigate the drivers of fragility, foster poverty reduction, and drive economic growth – thereby advancing resilience.\u003Cbr>Progress towards the CPF's overarching outcome will be measured across all outcomes through the WBG's scorecard indicator: new and better-paid jobs.
