Kotter, 1996 - Harvard Business School Press","","The document provides a reflective book review of John P. Kotter’s Leading Change, evaluating both its appeal and its limitations. It highlights how the author’s ideas about corporate responses to, management of, and profit from change were initially disseminated through the Harvard Business Review before appearing as a concise, readable volume. with so many important studies, the journeythrough this short work is a part of its very value.Efec-tiveness reviews what little is out there in the current liter-ature(in CI and elsewhere),and then quickly moves tosummarizing these studies in lucid and useful terms.Oneof the lessons you should take away is that a clear under-standing of the decision-maker(s)for whom the CI isbeing conducted is critical to making sure that the intelli-gence provided is effective, and is perceived as effective. For example,as Effectiveness notes, certain types of seniorexecutives will want short, pointed statements of fact, analysis and options—and that is all.Contrast that withthe all-too-common tendency of some CI professionalsto make sure that their report\"covers everything.\"Such areport not only isn't very valuable to some corporate\"consumers,\"it is actually worthless.* \nWHEN A DECISION MAKER WANTS SHORT,POINTED STATEMENTS OF FACT,ANALYSIS ANDOPTIONS,A REPORT THAT TRIES TO “cOVEREVERYTHIN”NOT ONLY ISN’T VALUABLE,IT ISACTUALLY WORTHLESS. \nPonder the following Zen-like observation from Effec-tiveness:\"Management wants CI to produce a strategic, tangible impact on the company's business operation andfinancial performance.CI professionals,on the otherhand, focus their efforts on the intelligence operations, products, and process.\"(p.53). \nJust like the entire report, there is much more to thisstatement than meets the eye.Get the report, study it,think about it,and then read it again. You find a littlemore each time. \n≥lntelligence Information \n★This danger was recognized by Washington Plat in his seminal work,Strategicntelligence Production,New York,1957,Frederick A.Praeger,Inc.:\"Some workersin intelligence production are,by nature, accumulators. They take great pride inaccumulating great masses of pertinent information on the subject. This is good;but they are not production-minded,which is a serious shortcoming.”(p.15) \nIntelligence Information Systems:Meeting the Challenge ofthe Knowledge Era(hereafter IIS)is a thoughtful look atthe entire process of information in business in the new“knowledge era.”The authors happily do not focus onelectronic systems, nor do they talk endlessly about re-engineering,or empowering people or processes. \nWhat IIS does provide is an intelligible and interest-ing look at decision-making and information support.Ifound that its discussions of management decision-mak-ing were provocative and easily understood. For exam-ple,IIS includes a fascinating look at why the team ap-proach to management can sometimes still result inconflict with a manager because of differences in stylebetween the manager and the group—or even when thegroup and manager have the same style!(p.99). \nParalleling Effectiveness,IIS makes it clear that a message'sacceptability and even its comprehension are directly im-pacted by the identity and information-handling style of therecipient,as well as by the nature of the problem itself.Inother words, the message must fit the user and the problem, rather than satisfying the sender (and the sender's manager). \nTHE MESSAGE MUST FIT THE USER AND THEPROBLEM,RATHER THAN SATISFYING THESENDER(AND THE SENDER's MANAGER). \nHaving established a basis on which to build,IIStouches briefly on current software in this area and cycle phase”of an organi-zation (pp.180-81). \nAll in all, this is a thoughtful and thought-provokinglook at information (not data)and its relationship with de-cision-making and management style.I
