The country is experiencing a low-level conflict, as measured by the 421 conflict-related fatalities in 2025, equivalent to 2.9 per 100,000 people, which is above the PRA threshold.2 The Government’s commitment in support of prevention is evidenced by the ongoing implementation of the Programme de Prevention et de Resilience (PREP 2025-2029). The PRA strategic goals are linked to the pillars of the PREP and targets critical reforms that address structural fragility drivers, including through land reform, the institutionalization of community-driven development through decentralized financing mechanisms for more effective service delivery, and the strengthening of early warning systems. Benin secured initial eligibility to the PRA in June 2024 under IDA20 to provide enhanced support to the Government to prevent and address conflict risks and spillovers from the crises in the Sahel and endogenous drivers of FCV. Progress against commitments over the last three years has been robust overall but challenges remain.3 The process to seek eligibility under IDA21 builds on the progress achieved and lessons learned from the initial engagement, including strengthening security and early warning in the prevention approach, institutionalizing approaches that have delivered tangible results in underserved areas, advancing a more comprehensive approach to natural resource management, supporting private sector-led job creation, and a more coordinated response across security, governance, and development actors—along with continued political commitment—to translate early gains into durable resilience.  \nKey FCV challenges: Benin faces multiple threats and fragility risks driven by spillover from crises in the Sahel, with attacks moving southward; uneven territorial development, with the north lagging far behind in service delivery and state presence, reinforcing spatial disparities and weakening the social contract; a significant youth bulge coming of age in a context where institutions are struggling to meet their needs for productive employment; noninclusive governance practices weakening inclusivity, in a country long known for its democratic pluralism; and exogenous shocks such as climate variations amplifying preexisting vulnerabilities. The failed December 2025 coup attempt highlights internal strains within the security apparatus, a major risk in a coup-prone regional context. Key resilience factors include political stability and a tradition of peaceful democratic transition, community and social cohesion rooted in local governance structures and customary institutions, and economic diversification anchored by agriculture, trade, and a growing services sector. Benin's geographic position as a regional trade hub, particularly through the Port of Cotonou, underpins economic connectivity and government revenue. Finally, an increasingly proactive government stance on prevention—reflected in the PREP and deepening partner coordination—signals a political will to address fragility.  \nGovernment critical actions to address underlying drivers and support resilience are structured along the following five strategic goals: 1) Strengthen governance systems and accountability to build the social contract; 2) Strengthen territorial development and public service delivery to address inequalities in access to services; 3) Accelerate land governance and sustainable natural resource management; 4) Promote economic inclusion and resilience, particularly for youth and women; 5) Strengthen security and state presence in fragile areas and build trust with communities.
