This document updates the previous SCD, completed in January 2017, and assesses the emerging constraints to Benin’s development. It refreshes the pathways identiﬁed in the earlier SCD to reﬂect structural constraints and emerging impediments to development. Drawing on documents such as the Poverty Assessment, Country Economic Memorandum, Economic update, Country Climate and Development Report, Country Private Sector Diagnostic, Public Expenditure Review, Risks and Resilience Assessment, and InfraSAP Benin, the SCD Update presents an overview of Benin’s challengesand opportunities, discusses key constraints to achieving sustainable progress towards the country’s development goals and identiﬁes priority pathways that address these constraints.  \n2. Benin enjoys political stability, and its strategic location is an asset, though its economy remains largely informal and narrow based, making it diﬃcult to meet the needs of the rapidly growing population. Benin has experienced relatively peaceful power transitions through regular competitive elections since 1991. This oﬀers a ﬁrm foundation for the country’s structural transformation. Yet, while Benin is an open economy, it is largely undiversiﬁed with Cotton exports representing 64.6 percent of goods exports in 2022. 1 It is focused on the Nigerian market, predominantly through informal channels. The country also serves as a transit corridor for landlocked countries like Niger and Burkina Faso, with the transport industry and the Port of Cotonou (PAC) playing pivotal roles. The economic landscape remains characterized by elite capture and an oligarchic structure. This has resulted in an economy with a small number of large, formal enterprises and a multitude of informal micro-enterprises. At the same time, high population growth has increased the demand for job creation and strained basic service delivery.  \n3. Benin’s political stability masks weaknesses in governance that severely undermine progress towards its development goals. Since 1991, the country has held regular democratic elections and witnessed mainly peaceful transfers of power, most recently in 2021, when President Talon was elected to his second term with a majority of 86.3 percent. At the highest level, there is a willingness to develop the country and transform the economy, as the 2021–26 Government Action Plan makes clear. However, measures adopted since President Talon came to power have eroded democratic gains and nurtured a system where Benin’s growth is becoming unequally distributed. The shrinking political and civil space, coupled with a concentration of power in the Executive, have given Benin’s democracy an authoritarian character. The proliferation of agencies in various sectors has supplanted oﬃcial ministries, contributing to the weakening of public administration, despite generally fulﬁlling their mandate. Although reforms have improved public institutions, overlapping mandates reduce the overall capacity to deliver eﬀectively. In essence, while Benin’s political stability provides a foundation for growth, noting that governance challenges pose signiﬁcant hurdles to development more broadly.  \n4. Benin has seen growth that is above average for the region, but highly volatile. Reinforced by prudent economic policies, real GDP growth averaged 5.6 percent per year over 2013-2023. This has positioned Benin as one of the region’s rising economies. Testament to this, Benin oﬃcially graduated from a Low-Income Country (LIC) to a Lower-Middle Income Country (LMIC) in 2020. However, growth has been volatile mostly due to the country’s limited economic diversity, slow progress in structural transformation, and the inﬂuence of external and climate shocks.
