Financial Envelope and One WBG Approach  \n1. CPF outcomes will be achieved collaboratively by IDA, IFC, and MIGA using a unified One WBG strategy. IDA's efforts will focus on broad economic improvements—including governance, fiscal changes, basic infrastructure, human capital, and resilience—while preparing for increased private investment led by IFCand MIGA. IFC will provide comprehensive investments, guidance, and advisory services to improve MSMEs'access to finance and promote private investment in agribusiness, energy, financial inclusion, tourism, and cultural and creative industries. MIGA will offer political risk guarantees and credit enhancements to lower risks and attract private investment in key sectors. The CPF highlights major WBG platforms such as Mission  \n300 (M300) for expanding electricity access, AgriConnect for improving agricultural value chains, and thematic strategies like Water Forward and Digital Compacts.  \n2. The CPF includes an indicative IDA21 country allocation of around SDR745.3 million (approximatively US$ 1,077 million equivalent) and additional IDA resources that may become available in future IDA cycles. This annual programming builds on an active portfolio of 23 operations totaling US$3.45 billion in cumulative IDA commitments—a more than threefold increase since 2021 that reflects the scale and ambition of the WBG's engagement in Benin over the previous CPF period. Benin may also have access to additional IDA resources through the Global and Regional opportunities Window, the Scale-Up Window, the Global Facility for Project Preparation and incentives from the Sustainable Development Finance Policy, the Prevention and Resilience allocation, the Window for Host Communities and Refugees.  \n3. With a current committed exposure of US$52 million, IFC’s portfolio is expected to expand significantly during the CPF period, fostering collaboration with IDA and MIGA. IFC will scale up its interventions in Benin to drive inclusive growth, job creation, and local value creation with a view of committing at least US$ 100 million annually, contingent on market conditions and investor appetite. IFC will specifically focus on three levers: (i) enabling infrastructure; (ii) expanding access to finance; and (iii) demonstration investments with local champions and foreign investors in agribusiness, manufacturing, tourism, and creative industries. A One WBG model—whereby WB leads reforms, while IFC and MIGA structure, derisk and mobilize private capital— will underpin this sequenced approach for the most transformational interventions.  \n4. MIGA will leverage the WBG Guarantee Platform to mobilize private capital and stimulate job creation through political risk guarantees and credit enhancement solutions in close coordination with IDA and IFC. MIGA will seek to de-risk private investment and unlock capital flows into Benin's priority sectors, such as in energy and trade logistics. MIGA's pipeline reflects a commitment to facilitate increased energy access including through independent power producers and regional power interconnection projects. MIGA’s pipeline also includes guarantees supporting trade flows and logistics, including de-risking port infrastructure investments. Leveraging the WBG Guarantee Platform, MIGA will promote collaboration within the World Bank Group by utilizing an array of instruments to develop and execute integrated solutions tailored to the requirements of both Benin and its investors. Furthermore, an expanded pipeline of guarantees could be structured in coordination with IFC in the areas of transport, energy, industry and tourism as private investment conditions mature over the CPF period.  \n5.
