Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Benin Country Partnership Framework (CPF) for the fiscal year (FY) period of 2019-2023 and its adjustments through the Performance and Learning Review (PLR), dated April 28, 2022.  \nii. The WBG program was aligned with government priorities, WBG goals, and the constraints identified in the Systematic Country Diagnostic (SCD) . The Government of Benin’s Plan National de Développement 2018-2025 (PND) aimed at enhancing human capital, increasing the productivity and competitiveness of the economy, improving environmental management and regional development, and strengthening governance and the rule of law, The SCD (FY17) identified several constraints to development and inclusion, including weaknesses in governance, competitiveness, infrastructure and human capital. The program’s goals were also aligned with the WBG’s twin goals of reducing poverty and boosting shared prosperity. The CPF had three corresponding Focus Areas (FAs):  \n• FA I: Structural Transformation for Competitiveness and Productivity;  \n• FA II: Investing in Human Capital;  \n• FA III: Increasing Resilience and Reducing Climate-Related Vulnerability.  \niii. The PLR, which came 14 months before the end of the program, maintained the CPF’s three focus areas, and adjusted the results framework. The PLR refined and clarified the objectives on private sector investment and competitiveness and health and social protection. It also revised program indicators, to strengthen measurement of results and track objective  \nachievement more effectively. In addition, to improve selectivity, the PLR proposed consolidating the portfolio, by reducing the number of projects but scaling up a small number of successful operations, mainly in health, social protection and vocational education. Finally, the PLR proposed greater use of Program for Results (PforR) operations following improvements in government capacity and economic governance.  \niv. IEG rates the CPF development outcome as Moderately Satisfactory. Of the eight objectives, one was Achieved, four were Mostly Achieved, and three were Partially Achieved. Under FA I, results included higher processing yields of several agricultural products, better electricity service, expanded broadband access, more electronic customs taxes payments electronically, preserved private sector investment during COVID-19, and faster commercial disputes resolution. The program did not deliver improved water sources. Under FA II, outcomes included higher post-secondary training completion rates and youth employment across diverse sectors. Progress was made in enrolling households in the national social registry and providing early childhood development interventions. The program did not increase the proportion of health facilities offering basic emergency obstetrics and newborn care. Under FA III, results included expanded forest area under community-based management plans, greater household safety net participation, reduced coastal flood vulnerability, and improved infrastructure maintenance systems in Cotonou city. However, the program fell short of its goal of improving the procurement rating in all communities, as only one-third of them improved.  \nv. WBG performance is rated as Good. The CPF reflected the government’s and WBG goals and was aligned with the priorities identified in the SCD.
