Secretary of Education Terrel Bell is presented as seeking changes to eligibility rules to reduce funding for roughly 100,000 students, with Congress given a deadline to act. contribute more to theiroffsprings'college education, the Reagan administration has imposed an unprecedentedtemporary freeze on processing federal financial aid applications. \nLast week Secretary of Education Terrel Bell announced the government wantedto change certain eligibility requirements for Pell Grants(formerly Basic RducationalOpportunity Grants),and would not process any more applications for the grants \nMore on next page \nContinued from previous page \nuntil Congress voted on the change in requirements. \nCongress has until April 28 to react to the proposed rules changes, thoughRep.Peter Peyser(D-NY)of the House Postsecondary Rducation Subcommittee hopes todebate the proposals sooner than that to minimize the freeze's impact. \nIf the requirements are changed as Bell requested,\"maybe 100,000 students\"would be knocked out of the Pell Grant program, estimates Skee Smith of the U.S.Department of Education's Student Special Services office. \nIn the meantime, the freeze effectively stops the awarding of all federalfinancial aid for the moment because Pell Grants are used to determine students'eligibility for other forms of financial aid, says Dallas Martin of the NationalAssociation of Student Financial Aid Administrators. \nMartin calls the freeze a \"travesty.They're going through a process bothquestionable and illegal.\" \nThe freeze is \"a new procedure,\"concedes a House education committee staffer.\"Normally when final regulations are printed (as Pell Grant regulations were printedin January),they are not withdrawn for reconsideration.\" \n\"I am sure(the freeze)will be an inconvenience for many financial aid officers,\"Smith understates. \nThe House of Representatives is expected to conduct hearings into the legalityof the administration's maneuver. \nThe administration's aim is to change the way families figure their eligibilityfor Pell Grants, and to make families contribute more toward their kids'education. \nA December,1977 study by the College Ehtrance Examination Board found thatthe wealthier the family, the less willing it is
