Belize Streamlined Country Diagnostic (November 15, 2025)  \nBelize Streamlined Country Diagnostic  \nMain messages:  \n• Belize’s economic growth rebounded after the COVID-19 pandemic and its public debt-to-GDP is now below pre-pandemic levels, thanks to rapid growth, fiscal consolidation, and debt restructuring.  \n• Poverty has declined quickly after peaking during the pandemic, but remains particularly high in rural areas, among children, and in households with children.  \n• Effective management of public expenditure, better revenue mobilization and the adoption of a rules-based fiscal framework are needed to preserve fiscal sustainability and promote sustainable development.  \n• Public service delivery has worsened: Education outcomes have been deteriorating and Belize’s health system requires critical reforms to maximize value for money.  \n• Climate change and climate-related hazards are likely to have a significant impact on Belize, particularly on agriculture, health, infrastructure, education, blue-economy, tourism, and energy sectors.  \n• This SCD update identifies three key priority areas: (i) fiscal sustainability,(ii) resilience to climate change, and (iii) human development for poverty alleviation and economic opportunities.  \n• Cross-cutting areas required for progress in all domains include enhanced private sector-led economic growth, improved governance especially in terms of rule of law, digitalization, and better data and analysis for policy making decision.  \n• The government is actively addressing many of these issues through ongoing initiatives and reforms.  \nPreface  \nThe World Bank Group’s Country Partnership Framework (CPF) aims to make our country-driven model systematic, evidence-based, selective, and focused on the Bank’s mission of ending extreme poverty and increasing shared prosperity on a livable planet. Each new CPF is informed by a Streamlined Country Diagnostic (SCD) . The aim of the SCD is to identify the most important challenges and opportunities a country faces in advancing towards the World Bank’s goals. This is derived from a thorough analysis and informed by consultations with a range of stakeholders.  \nThe World Bank last published an SCD for Belize in 2016. That SCD, entitled Right Choices, Bright Future followed an iterative and consultative process to identify three key priorities: addressing crime and violence, strengthening resilience to climate change and natural disasters, and improving education, skills, and migration policy. In addition, three ‘cross-cutting’ areas were identified: availability and quality of data, increasing financial inclusion, and safeguarding fiscal sustainability. The SCD applied three criteria to identify these priorities: they had to have positive externalities, be sustainable, and self-reinforcing.  \nThe present document builds on the 2016 SCD. It is based on meetings in-country, analysis carried out as part of the 2024 Public Expenditure Review, additional desk research, and consultations with World Bank Group colleagues. The team identified a few significant changes since the last SCD. Since 2016, Belize has seen a significant decrease in crime (with reported murders, and common crimes such as robberies, burglaries, and cases of theft respectively declining by 37, 27, 22, and 86 percent from 2016 to 2023 according to the Belize Crime Observatory) . Migration remains a considerable priority, but there has been a shift in the government's approach. Issues related to migration are now being addressed within various domestic policies. The country has undergone two more debt restructurings, totaling four in fifteen years. However, over the last several years, the government has pursued several fiscal reforms, providing the country with an opportunity to firmly establish debt sustainability.  \nBased on these recent
