Recent operations consistently point to thin supplier markets, limited experience with complex and life-cycle–based procurement, reliance on specialized international suppliers, and capacity constraints within implementing agencies. These challenges are most acute in foundational sectors-energy, water, sanitation, and climate-resilient infrastructure-where procurement complexity is high and economies of scale are critical.  \n2. This experience reflects a core Small States Strategy (SSS) insight: project-by-project procurement models are inefficient for small states, and delivery approaches must adapt to scale and capacity constraints.  \nPooled Procurement as an Implementation Modality  \n3. The Belize CPF (FY26–35) operationalizes the SSS by embedding pooled and aggregated procurement as a cross-cutting implementation modality. Rather than treating procurement as a project-specific transaction, the CPF promotes aggregation across projects, sectors, and—where feasible—countries, drawing on the World Bank Group’s comparative advantage in demand aggregation, market access, and fiduciary assurance.  \n4.
