Financing and Implementation Arrangements  \nA. Financial Envelope and Knowledge  \n1. The CPF outcomes will be delivered jointly by IBRD/IDA, IFC, and MIGA through the One WBG approach, and CPF priorities will translate the Small States Strategy (SSS) principles of selectivity, scalability, and differentiated delivery into country-level implementation. In line with the SSS, the CPF targets a narrow set of binding constraints to growth and jobs, avoiding fragmentation. WBG support is concentrated in four outcome areas with transformational potential, organized around SSS Lighthouse Initiatives embedded within CPF outcomes and enabling conditions, with an emphasis on programmatic, scalable interventions (see Annex V) . Progress in each CPF outcome area will be achieved through a mix of WBG instruments and through effective cooperation with other development partners (DPs) and, where appropriate, the private sector. The identified outcomes are expected to remain relevant throughout the CPF’s 10-year time frame, but the CPF approach is designed to be flexible in order to accommodate the evolution of country circumstances and development knowledge, emerging opportunities for investment in private enterprises, and changes in the priorities/programs of DPs. This will be accomplished through ongoing policy dialogue, supplemented by periodic formal reviews of the strategy to review progress vis-à-vis country needs, ensure continued complementarity with DPs and program CPF activities/products for the next period.  \n2. The CPF program reflects the WBG’s increasing knowledge gained through recent Bank analytical work and lending at just over US$159 million at present (see WBG Portfolio Snapshot in Annex III). Lending to Belize over the CPF period is facilitated by the WBG Board’s mid-2024 decision to extend the Small Island Economies Exception to eligible non-island small states. Belize is thus able to borrow on concessional IDA terms over the CPF period while IBRD borrowing will likely be constrained by the country’s high public debt. Belize’s IDA21 allocation is SDR 54 million.  \n3. Belize’s IDA21 PBA (FY26-28) is SDR 54 million, out of which US$28.5 million has already been committed. The GoB has indicated interest in utilizing approximately US$45 million for an “Enabling Environment” Development Policy Credit (DPC) in FY27 potentially focused on fiscal sustainability and jobs, with Prior Actions focused on implementing the recommendations of the Education Public Expenditure Review (PER), energy sector reforms, and/or business environment (such as regulatory gaps) to support skills and education and/or jobs and economic growth. The remaining balance of approximately $5.7 million (including the Sustainable Development Finance Policy (SDFP) top-up) would go towards additional financing for the ongoing Blue Cities and Beyond operation in FY28 . A Blue Cities and Beyond II operation is planned for FY29 that will come under IDA22 and possibly under the Caribbean Water Security Multiphase Programmatic Approach (MPA) . Regarding Regional IDA (GROW), Belize has expressed interest in using GROW for the proposed Caribbean Regional Connectivity and Logistics MPA. Belize has also indicated non-binding interest in the potential Caribbean Resilient Health Systems (CARES) Regional MPA.  \n4. IFC will complement World Bank efforts by supporting the private sector in Belize. Through PPP transaction advisory services, IFC will seek to support the delivery of critical infrastructure, with a particular focus on renewable energy. IFC will also advance the implementation of a Memorandum of Understanding signed with government, centered on strengthening the energy and logistics sectors to enhance competitiveness and resilience.
