BATTLE OVER\n\nNAFTA \n# Congress To VoteOn Free-Trade PactThis Week\n\nWASHINGTON,DC一NAFTA.Rememberthat word.It just couldchange your life forever. \nDepending on whom \nyou talk to,NAFTA could \nruin your life—or it could make your life agreat deal better. \nNo,NAFTA is not the name of a newkind of microwavable cheese spread. It isan acronym (name made from initials)forthe North American Free TradeAgreement,a document signed on August \n12,1992 by then-president George Bushand the leaders of Mexico and Canada. \nThis Wednesday(Nov.14),the U.S.Congress is scheduled to vote either toapprove or reject NAFTA.PresidentClinton strongly supports NAFTA.Butmany in Congress just as strongly oppose \nDo you favor theFree Trade Agreementbetween the U.S.and Mexico?YES—41%NO—42% \nIt the agreement were approved, would the number of jobs in theU.S.increase?INCREASE—24%DECREASE—43% \nEtablished 1902 \n# CURRENT EVENTS\n\nWeek of November 15-19,1993 \nthus protects U.S.-clothing makers, whohave higher manufacturing costs thando Mexican clothing makers. \nSimilarly,Mexico places a tariff on anumber of goods manufactured in theUnited States. This tariff helps protectMexican manufacturers, who can'tmake the same products as cheaply oras well as U.S.manufacturers \nUnder NAFTA,these and all othertariffs would be done away with.Mexico,Canada, and the United Stateswould become,in effect, one giant mar-ket with more than 360 million people.Factories anywhere in any of the threecountries could make products and sellthem without restrictions anywherefrom southern Mexico to northernCanada. \nWhat would this mean to you? \n## A Bright Future?\n\nAccording to President Clinton, itwould mean a bright future. The presi-dent says that NAFTA will open uphuge new markets—26 million people \nit.For months now both supporters andopponents of NAFTA have crowded radioand TV talk shows trying to convince theAmerican people that NAFTA is the bestthing—or the worst thing—that couldhappen to the U.S.economy. \nFree Trade \nIf NAFTA is approved by both the U.S.House of Representatives and the Senate,it will go into effect Jan.1,1994.0ver thenext 15 years, all trade barriers betweenthe United States,Canada, and Mexicowill be eliminated. \nThe main existing trade barriersbetween the three countries are tarifs.Tariffs are special taxes on imports fromother countries. \nMost of the North American tariffs stillin effect are between the United Statesand Mexico. The United States, for exam-ple,has a tariff on clothing made inMexico. This tariff adds to the cost ofMexican-made clothing so that clothingmade in Mexico is not cheaper for peopleto buy than U.S.made clothing. The tariff \nin Canada and 80 million inMexico—to U.S.products.With millions of new con-sumers,says the president,U.S.factories will make moregoods—and create more jobs.President Clinton says thatNAFTA will produce an addi-tional 200,000 U.S.jobs—mainly in“high-tech”indus-tries such as computers andother electronic products. \nand the United States will beless prosperous, and we'llhave more economic prob-lems.” \nFord joined ex-presidentsCarter,Nixon,and Bush tosupport President Clinton inhis effort to convince Congressand the country that NAFTAwill help the U.S.economy. \nBut at the time CE went topress,Congress and the coun-try were not convinced.Publicopinion was split on whetherNAFTA was good or bad forthe United States.(See poll onpage 1.)And the presidentstill did not have enough votesin Congress to pass NAFTA. \nEx-president Gerald Ford, another strong supporter ofNAFTA,urged Congress topass the agreement. \n\"If we want prosperity,\"said Ford,\"if we want growth,if we want jobs, here inAmerica, then we ought topass NAFTA.If we defeat \n## Giant Job Loss?\n\nNAFTA,we're going to haveOpponents of NAFTAjust the reverse.Thebelieve that the agreementeconomies of Mexico,Canada, would actually result in ahuge job loss for Americans. \nH.Ross Perot, the
