Directors highlighted lessons from the FY21 DPL, asked about lending criteria under the waiver for a high-income country, assessed implementation risks, and emphasized donor coordination, debt sustainability support, and stronger gender analysis.","Public Disclosure Authorized Public Disclosure Authorized  \nBarbados  \nGreen and Resilient Recovery Development Policy Loan  \nChair Summary*  \nJanuary 10, 2023  \nExecutive Directors approved a loan for the Barbados Green and Resilient Recovery Development Policy Loan (DPL) in the amount of US$100 million on the terms and conditions set out in the President’s Memorandum and a waiver to the Bank’s policy on Graduation for this loan.  \nDirectors welcomed the two pillars of the operation with a focus on environmental management, resilience to natural disasters, and renewable energy transition, noting the strong complementarity with the recently approved IMF Extended Fund Facility and Resilience and Sustainability Facility Program.  \nDirectors stressed the importance of building on a core lesson learned from the FY21 DPL approved to help the Government meet its financing needs and looked forward to the completion of the CCDR for the Caribbean countries to provide further guidance for the country in scaling finance to meet the climate challenge. They also encouraged the replication of the country’s experience on climate adaptation in other countries in the region.  \nWhile noting the role of the WBG in providing exceptional financing to IBRD graduate countries under extraordinary circumstances, EDs inquired about the criteria for the WBG's lending to a high-income country under a graduation policy waiver.  \nDirectors noted the risks associated with the implementation of these reforms, notably the continued uncertainty associated with COVID-19 and potential future natural disasters which could have a significant adverse impact on key macroeconomic variables. They encouraged the Bank to support the Government in establishing the enabling environment to attract private sector investment in the energy sector and welcomed IFC’s continuous investments in the sector. They also highlighted the importance of stronger gender analysis especially in supporting climate resilience.  \nDirectors recommended that the Bank proactively pursue effective donor coordination with the IMFEFF/RSF Program and other development partners to strengthen external support for Barbados to build a robust fiscal buffer against future external global and climate-related shocks. They encouraged the WBG to further support the country to address the challenge of debt sustainability.  \nFinally, Directors voiced support for the Government’s commitment to work with the Financial Action Task Force and the Caribbean Financial Action Task Force to strengthen the effectiveness of its AntiMoney Laundering/Combating the Financing of Terrorism regime and encouraged the government to
