Ms. Chang wished to be recorded as opposing this operation.  \nDirectors expressed broad support for the proposed Program Development Objective and the programmatic, regional, and multi-sectoral approach to address the main drivers of high trade and transport costs in eastern South Asia. They noted that the MPA was an appropriate mechanism for the Program, which provides opportunities to learn lessons that can be replicated in other countries. They appreciated the ambition of the Program to address the connectivity challenges along strategic regional corridors and bottlenecks at critical trade gateways and stressed the need for the program framework to continue to provide a suitable balance of digital systems, infrastructure, and trade and transport facilitation measures. They encouraged collaboration and complementarity with stakeholders and other development partners.  \nDirectors welcomed the Program’s focus on addressing climate resilience and the green resilient highway corridor concept that takes a landscape approach along the entire corridor in Nepal. Directors noted with appreciation the focus on digitization and automation of trade processes and emphasized its importance to strengthen supply chains in a post-COVID environment. They also inquired about measures to ensure that women entrepreneurs benefit from the proposed program.
