EDUCATIONDAILYThe Independent dally news service foradministrators in postsecondaryeducation. \nVo1。13,No。203 \nFriday,October 18,1985 \n# ASSOCIATIONS'PELL PROPOSAL ADDED TO SUBCOMMITTEE'S HEA DRAFT\n\nIf a House panel's draft of the Higher Education Act is any indication, thehigher education community's new-found harmony on the Pell Grant award formulahas paid off. \nAdding the Pell Grant formula proposed just last week by major higher educa-ton associations, the House Postsecondary Education Subcommittee yesterdayreleased 1ts revised draft of the Higher Education.Act's student aidpot19+b \nMaximum Grant SuggestedThe draft bill would set the maximum Pell Grantat $2,400 in academic year 1987-88,$2,600 in 1988-89,$2,800 in 1989-90, \n$3,000 in 1990-91 and $3,200 in 1991-92,It also would 1imit Pell Grant awardsto 60 percent of a recipient's cost of attendance. \nThe limits were agreed upon last week after_years of debate by six major highereducation associations:the American Council on Education, the National Assoc1-ation of Independent Colleges and Universities, the American Association ofState Colleges and Universities, the Association of American Universities, theAmerican Association of Community and Junior Colleges and the National Associa-tion of State Universities and Land-Grant Colleges(HED,Oct.15)。 \nThe panel, which began its markup of Title IV's Guaranteed Student Loan programlast week, will continue its work on the student aid programs Oct.24 aftercancelling a scheduled Oct.22 markup. \nThe remaining segments of HEA,which is expected to be completed sometime nextyear for implementation in fiscal 1987,will go through markup on Oct.29. \nOther Changes ProposedIn addition to the Pell Grant program, the draftbill proposes several changes in other student aid programs not included in thepanel¹s first draft released earlier this month. \nFor example, the bill would retain the institutional need formula for the Sup-plemental Educational Opportunity Grant(SEOG)program funds that the originaldraft would have altered. \nIn addition, the proposal would require colleges and universities to match fed-eral SEOG funds with a 10 percent institutional contribution in the 1989-90academic year and a 20 percent contribution thereafter, although the educationsecretary could waive the match provision under certain circumstances. \nThe institutional match for schools involved in_the College Work-Study program \nwould increase from the current 20 percent to 25 percent during the 1989-90 \nschool year and to 30 percent for 1990-91 and beyond. \n(more) \n October 18,1985 \n# ASSOCIATIONS'PELL PROPOSAL ADDED TO SUBCOMMITTEE'S HEA DRAFT(Cont.)\n\nNeeds analysis received several·changes in the panel's new draft. One of thechanges includes a child care element in the needs analysls formula that deter-mines eligibility for student aid. \nIn addition, single independent students would receive a “maintenance allowance\"of $1,750 for periods of non-enrollment,such as summer vacation, whichcould be offset against their income。 \nMajor changes from current law proposed in the draft bill for other segments ofthe Higher Education Act: \n■ Title I Continuing Bducation Programs--The proposal would reduce the author-ization for the programs from $60 mill1on in fiscal 1985 to $20 million in fi8-cal 1987.The programs received no appropriation in fiscal 1985. \n■ Title VII Acadenle Facilities Construction Programs--The proposal wouldallow the Student Loan Marketing Association(Sallie Mae)to form a new corpo-ration to guarantee debt for education facilities purposes. That would befunded,in part,by allowing the Education Department to purchase up to $125million in voting common stock in the venture over the next five years.EDwould be required to purchase at least $5 million in stock each year.Afterthe five-year period,Sallie Mae would have the option of buying ED's stock. \nTitle VII would be authorized for $225 million in appropriations for fiscal1987,compared to the $240","cbCaijNIEScuNUx6","https://ap.wps.com/l/cbCaijNIEScuNUx6","pdf",1388939,"English","# ASSOCIATIONS'PELL
