Executive Summary  \n1. Working across institutions and with partners to help countries advance on their development journey is an immediate priority for the multilateral development banks (MDBs) system. As a response to the G20 Leaders ’ call for mutual reliance and harmonization of standards of MDBs, this paper proposes a Full Mutual Reliance Framework (FMRF) between the World Bank (WB) and the Asian Development Bank (ADB) to allow borrowers 1 to apply a single set of operational policy requirements and engage with a single lender in charge of appraising and supervising/monitoring cofinanced projects.  \n2. The proposed FMRF will be available for IPF/IPL, PforR/RBL, DPF/PBL, and/or any other modalities and instruments that apply the same operational policy requirements of the Lead Lender. The WB and ADB will jointly identify and agree with their borrowers on the projects to be processed under the FMRF. It is expected that this initiative will increase efficiency, streamline project processing and enhance collaboration between the two institutions, by allowing them to rely on each other’s due diligence, as well as technical and environmental and social (E&S) reviews. One of the two institutions that will be designated as the lead lender (Lead Lender) will be responsible for all aspects of project preparation, implementation, and completion, while the other will provide non-fiduciary technical inputs.  \n3. With the approval of the Executive Directors/Board of Directors, Management will oversee the implementation of the FMRF and facilitate the rollout by providing staff guidance and training, updating relevant operational documents, ensuring effective communication and outreach to relevant stakeholders, including in particular member clients, and tracking results and benefits of the FMRF. By the end of an initial phase of 4 years, Management will take stock of the lessons learned and share the results with the Board of Directors. The ADB’s Independent Evaluation Department and the WB’s Independent Evaluation Group will explore conducting a joint independent evaluation of the effectiveness ofFMRF at the end of the initial phase.  \nII. Introduction and Background  \n4. The WB and ADB are proposing to introduce a new cofinancing arrangement, the Full Mutual Reliance Framework (FMRF) . Building on longstanding collaboration efforts between the two institutions, FMRF will allow borrowers to apply a single set of operational policy requirements and communicate with a single lender in charge of all aspects of preparation and implementation of a project financed under the FMRF (FMRF project) . The overall objective of this initiative is to reduce borrowers’ project processing complexity, time, and transaction costs. The new cofinancing arrangement will enhance the efficiency and effectiveness of the two institutions’ assistance to their common member countries, by strengthening collaboration and coordination of borrower services.  \n5.
