The National Vocational Training System, hereinafter referred to as NVTS, is the interrelation and integration of various components of vocational training (Sislatkernas) objectives which aims to:  \n1. Acquire an effective and efficient national vocational training in order to improve the quality of the human resource  \n2. Provide direction and guidance in the organization, guidance, and control of vocational training  \n3. Optimizing the utilization and empowerment of all vocational training resources  \nThe basic principles of vocational training in the NVTS are:  \n1. Focus on the needs of the job market and human resource development  \n2. Based on work competency standards  \n3. Is a shared responsibility between the business, government, and society  \n4. Is part of the development of lifelong professionalism, and  \n5. Arranged in a fair and non-discriminatory manner  \nThe NVTS rests on 3 (three) main components which are interrelated and synergistic in achieving the NVTS goals. The three main components are firstly the competency standard and competency qualification, secondly competency – based training, and thirdly competency – based assessment leads to certification.
