Minimum of 4% of new plants would be impacted by \nthe provisions. Maximum tends to indicate plants that will require scrubbers and mini- \nmum those that will require other controls in addition to scrubbers. In regard to land \navailable for power plant siting, EPA estimates that maximum of 41% of U.S. land area, \nand a minimum of 6%,could be restricted from use for 1,000 megawatt power plants. \nIn a letter to the subcommittee, EPA Assistant Administrator Roger Strelow has stressed \nthat the figures are preliminary and actually on the high side since the agency is \nchanging some of the assumptions used in its analysis. \nMEANWHILE, SENATE PUBLIC WORKS Subcommittee on Environment last week re- \nported out the fifth staff draft of Clean Air Act Amendments. Full committee considera- \ntion has been tentatively scheduled for Nov. 18-20. Commenting on the bill approved by \nthe subcommittee, Chairman Sen. Edmund S. Muskie(D.-Me.) noted that it \"is as good \na working draft as anything we could produce.” \n* * * \nEPA IS MAKING FINAL REVISIONS in water quality criteria and expects to have them \nin interagency review soon. Criteria, concentrations of constituents that will protect water- \nbodies for useful purposes, have been simplified and are most often set to protect fresh- \nwater aquatic life. In other water news, U.S. District Court in Minnesota has ordered \nCorps of Engineers to comply with Minnesota water requirements, instead of more lenient \nFederal standards when dredging streams in the state. \n谢 * \nSENATE HAS VOTED 86 TO 0 to require all its committee meetings and legislative mark- \nup sessions to be opened to the press and public, except in cases infringing on nationalsecurity or personal privacy.
