smug-gling are the top priorities. \n“Organized crime rings continueto develop new and innovative waysto circumvent law enforcement totransport illicit drugs between Mex-ico,Arizona and Nevada,\"said Ne-vada Governor Jim Gibbons. \nArizona Governor Janet Napoli-tano said the smuggling of meth fromMexico and other types of drug traf-ficking are acute problems. \nNapolitano also said the gover-nors and other top officials from thetwo states discussed ways to improvethe sharing of intelligence in those ef-forts. \nNapolitano explained the effec-tiveness of a task force dedicated toconfirming the authenticity of docu-ments carried by immigrants.Thetask force has identified and seizedthousands of false documents sinceits establishment a year ago. \nNapolitano also established theArizona-Mexico Commission thatbrings officials from both govern-ments together to work on mutualproblems. \nThe govenor cited several initia- \n# Arizona,Nevada Seek Unified Effort InConfronting Issues On Mexican Border\n\ntives that would help improve secu-rity and cut the flow of illegal narcot-ics. \nNapolitano said residents alongthe border need a safe and legal ave-nue to buy and import prescriptiondrugs. \nTo advance the policy, borderstate governors called upon the Fed-eral Drug Administration and respec-tive federal organizations to authorizeborder state agencies to establishsafety and quality standards forpharmacies and manufacturers thatmust be met to participate in a pre-scription drug importation pilot pro-gram along the U.S.-Mexico border. \nArizona has successfully hin-dered human and drug traffickers bycontrolling the flow of moneythrough wire transfers.Arizona'sstrategies will be implemented borderwide. \nPorts of entry along the borderneed to be modern and able to sup-port business at the border. The fed-eral governments must allocate thefunds necessary to implement post9/11 security initiatives. \nWith increased regulations forcrossing the border, identificationneeds to effectively display the re-quired information to allow people tolegally move between countries. \nOther states will observe Arizona'simplementation of new, secure formsof identification. \nGibbons said Nevada might es-tablish a task force based on the Ari-zona system with officers trained torecognize false driving licenses andother forged documents that aliensuse in their attempts to enter the stateillegally. \nThe governors also stressed theimportance of tracking pseudoephed-rine imports from other countries, particularly Germany,India andChina and sharing this informationwith Mexican authorities in an effortto prohibit the manufacturing and im-portation of meth. \n## METH ABUSE STRETCHESRURAL RESOURCES\n\nRural areas, which were alreadyshort of drug
