Philadelphiaarea)as a revision to the Maryland StateImplementation Plan (SIP).This controlstrategy plan was submitted by theMaryland Department of theEnvironment(MDE).The measures thathave been adopted by the State whichcomprise the control strategy of the one-hour ozone attainment demonstrationhave and will result in significantemission reductions of volatile organiccompounds(VOCs)and BeenProposed on These SIP Revisions?\n\nIn a December 16,1999 notice ofproposed rulemaking(the December 16,1999 NPR),we proposed approval of theattainment demonstration for thePhiladelphia area(64 FR 70412).  \nOn February 22,2000(65 FR 8703),EPA published a notice of availabilityon guidance memoranda relating to theten one-hour ozone attainmentdemonstrations (including thePhiladelphia area)proposed forapproval or conditional approval onDecember 16,1999.The guidance  \nMaryland (namely,Cecil County),sevencounties in New Jersey,and fivecounties in Pennsylvania.The intendedeffect of
