It evaluates four approaches—job and position redesign, combining agency functions, merging units, and eliminating hierarchy layers—by using specific research data and analytical techniques. The analysis also tests personal and organizational factors that shape implementation and effectiveness. government agencies to understand their contributions to the field of government reform. Work redesign strategies that improve the performance of government include redesigning jobs and positions, combining agency functions, merging units, and eliminating different layers of hierarchy. The study first provides a review of the background of Chinese government reforms and related issues about work redesign studies. The study then explains the research data and analytical techniques used to examine the importance and implementation measure of the four work redesign strategies, while also testing influential personal and organizational factors that impact the work redesign strategy. The study concludes with discussions about lessons derived from the Chinese government reform and implications for future studies on government reforms. \nKeywords \nwork redesign, structural change, Chinese government reform, government reform, government restructuring \nWork redesign, briefly defined as activities developed to alter the work system for performance improvement, represents a widely employed managerial technique. To promote the understanding of work redesign, researchers have developed different theories and strategies to make sense of them and tested the relationship among these \n1 University of Central Florida, School of Public Adminisration, Orlando, FL, USA \nCorresponding Author: \nKuotsai Tom Liou, University of Central Florida, Downtown Campus, Room 448S, W. Scholars have applied various research methods and conducted sophisticated analyses to confirm the positive effect of work redesign on job performance and indicated the complicated nature of work redesign factors and their implications for future studies. They recognized the influence of work redesign and recommended that managers apply it to improve both employee morale and organizational performance. They also included work redesign as one of the major strategies for the overall organizational reforms. \nRecognizing the importance of work redesign in the research of organization and human resource management, researchers have implemented the redesign conceptsand strategies in organizational downsizing reforms to reduce operational costs and improve organizational performance. For example, Cameron (1994) highlighted work redesign, workforce reduction, and systemic change as key components of organizational downsizing reform, explaining their respective focuses, strategies, and implications. Work redesign strategies encompass redesigning jobs and positions, combining agency functions, merging units, and eliminating different layers. These work redesign strategies have expanded the original concern from individual and job-related factors to structural changes in organization management. The broad definition of work redesign strategies is valuable for researchers studying the overall effect of structuralbased work redesigns in organizations. \nStudying work redesign strategies will be a valuable contribution to the literature of government reform and public administration.
