The study treats employee involvement in agency activities, merging agency units, and bottom-up change introduction as core strategies. organizational change strategies within Chinese government agencies to learn lessons from the experiences of government reforms. Organizational change strategies include involving employee in agency activities, merging agency units, and introducing bottom-up changes in the agency. The paper first provides a review of government reforms in China and addresses research issues related to the three change strategies. Subsequently, the study introduces the research data and analytical techniques employed. The empirical findings provide information about the comparison of organizational change strategies and their relationships in terms of the importance and implementation measures. Furthermore, the findings reveal the influence of the respondents’ personal and organizational characteristics on the importance and implementation of these change strategies. The implications of these research findings include discussions about the distinctive characteristics of the Chinese government reforms and suggestions for future studies of government reforms. \nKeywords \nChinese government reform, government reform, organizational change \nReceived 30 December 2023; revised manuscript accepted 8 January 2024 \nSince the late 1970s, the Chinese government has implemented numerous reforms to support the country’s reform and opening-up policy. The reforms have been comprehensive in the scope and have fundamentally changed the Chinese government system. For example, OECD (2005) researchers identified major changes in the governance functions, politics, institutions that affect China’s governance capacity in public management (e.g. civil service reform, fighting corruption, and accountability), public finance (e.g. taxation, public budgeting, and public expenditure), institutional framework (e.g. regulatory management, state-owned enterprise reform, and intellectual property right), and sustainable development (e.g. environment and education; OECD, 2005) . \nResearchers studying Chinese government reforms have indicated that these initiatives have introduced policies and programs to address bureaucratic problems in the traditional cadre system. These issues include poor morale among cadres, authoritarianism, corruption, red tape, waste and inefficiency, and excessive centralization problems (Burns, 1983; Harding, 1987). In addition, researchers emphasized that thereform policies included the applications of modern \ngovernment reform ideas and strategies to reshape employee behavior, organizational structure, and bureaucratic culture of Chinese government agencies for the purpose of promoting a new governance system to support China’s economic and social development (Shen & Gao, 2020) . \nIn their reviews of China’s government reforms, researchers discussed the characteristics of these reforms and their relationships with Western experiences.1 On one hand, some researchers (e.g. Christensen et al., 2008; Tian & Christensen, 2019) maintained that Chinese reforms have adopted concepts from the Western public administration and government reform theories to develop their policies and values. On the other hand, some researchers (e.g. Aufrecht & Li, 1995; Ma & Zhang, 2009; D. Yang, 2004) \nSchool of Public Administration, University of Central Florida, Orlando, USA \nCorresponding author: \nKuotsai Tom Liou, School of Public Administration, University of Central Florida, Downtown","cbCaibCc21KJq79C","https://ap.wps.com/l/cbCaibCc21KJq79C","pdf",174183,15,"English","# Abstract\n# Research Background and Reform Context\n# Change Strategies and Research Focus\n# Data, Methods, and Analysis Techniques\n# Empirical Findings and Implications","[{\"question\":\"What organizational change strategies does the study focus on?\",\"answer\":\"The paper focuses on involving employees in agency activities, merging agency units, and introducing bottom-up changes within Chinese government agencies.\"},{\"question\":\"How does the paper structure its investigation of Chinese government reforms?\",\"answer\":\"It first reviews Chinese government reforms, then links research issues to the three change strategies, and later explains the research data and analytical techniques used.\"},{\"question\":\"What do the empirical findings reveal about these strategies?\",\"answer\":\"The findings compare strategies by their importance and implementation measures and identify how respondents’ personal and organizational characteristics influence those assessments.\"}]","Applying organizational change strategies in government agencies - Lessons from the Chinese government reform | PDF",1792538432,38]
