In accordance with the relevant legislation, the Transport Department may suspend processing the application in the absence of address proof. [ Please refer to the list of acceptable proof of address]  \nChange of Address or E-contact Means  \nAccording to the law, driving licence holders or registered vehicle owners have to notify the Transport Department within 72 hours of their change of address or e-contact means. Any person without reasonable excuse contravenes such requirement commits an offence and is liable on conviction to a fine at level 1. You may notify the Transport Department of change in address with your proof of new address (if applicable) through GovHK , by submitting the specified form (“Change of Personal Particulars or Vehicle Particulars”) or in writing.  \nArrangement of Counter Service at Licensing Offices  \nAll applicants for direct issue of Hong Kong full driving licence (“direct issue”) must first make an appointment through GovHK’s website for counter service at Transport Department licensing offices, and then visit the appointed licensing offices at appointed date and time to submit applications. No walk-in or on-site queue ticketing will be arranged. Please note that appointment should not be considered as submission of application; appointment will be cancelled if any information is found to be incomplete/untrue.  \nPlease note that the Kowloon Licensing Office, Kwun Tong Licensing Office and Sha Tin Licensing Office only accept direct issue applications with full driving licence issued by Mainland, while the Hong Kong Licensing Office accepts direct issue applications with full driving license issued by all “recognized countries or places” (please refer to part E of page 3 of the TD63A form) .  \nIf a driving licence holder has any driving entitlement(s) obtained through \"direct issue \" mechanism pursuant to regulation 11(3) of Road Traffic (Driving Licences) Regulations (Cap. 374B), regardless of whether it is a physical or electronic driving licence, the reference number of the driving licence issued/renewed would begin with a prefix \"DI\", and a “*”symbol will be marked next to the driving entitlement(s) obtained through “direct issue”mechanism (applicable to licences issued/renewed from 15 September 2025 onwards).
