This document updates the previous Streamlined Country Diagnostic (SCD) for Benin, completed  \nin January 2017, and reassesses emerging constraints to the country’s development. Its objective is to reassess the country's development priorities in line with the World Bank’s evolving mission to end extreme poverty and promote shared prosperity on a livable planet. It refreshes the pathways identified in the earlier SCD to reflect the country’s progress to date, changes in its structural constraints, and new impediments to progress. Drawing on recent analytical work such as the Poverty Assessment, Country Economic Memorandum, Economic Update, Country Climate and Development Report, Country Private Sector Diagnostic, Public Expenditure Review, and InfraSAP Benin, the SCD Update provides a consolidated overview of evolving challenges and opportunities in Benin’s development landscape, including the impact of global challenges like climate change, fragility, and food security. It focuses on both enduring and recent constraints to sustainable development, reprioritizes policy and investment actions where necessary, and identifies critical knowledge gaps that must be addressed to better achieve sustainable development outcomes. As per evolving World Bank guidance, it does not identify High-Level Objectives (HLOs) .  \nCountry Context and Key Recent Economic and Social Developments  \n5. Since 2017, Benin has continued to face significant demographic pressures, with its rapidly growing population creating both challenges and opportunities for the country’s development. Benin’s fertility rate remains high at 4.8 children per woman, surpassing its structural peers and many other sub-Saharan African countries that are further along in their demographic transitions. The population has grown from 2.4 million in 1960 to nearly 14 million in 2023, positioning Benin as a predividend [country i.e. one](country i.e. one) that has not yet fully benefited from the demographic dividend. This demographic profile creates a window for economic growth driven by a young, expanding workforce, provided the right policies are in place to support increased productivity and job creation. Benin's ability to harness this dividend will depend on how quickly it progresses through its demographic transition and the accompanying economic and human development policies. Ensuring that young people are healthier, better educated, and able to enter an expanding labor market will be crucial. Improvements in gender equality, targeted investments in human capital, and labor market reforms will also be essential to turning demographic pressures into drivers of economic growth. Failure to address these areas could mean that Benin’s economic potential is not fully realized, limiting its capacity to leverage its demographic change into sustainable development gains.  \n6. Political stability, which has provided a strong foundation for Benin’s development, has recently come under increased stress. Benin's longstanding tradition of political stability was tested on September 26, 2024, when a narrowly averted coup attempt—involving a former Minister and the President's Head of Security—exposed underlying fault lines in the country's governance. Despite this, there remains strong political will to drive development, as reflected in the 2021–26 Government Action Plan and a series of peaceful electoral transitions since 1992, most recently in 2021 when President Talon was re-elected with 86.3 percent of the vote. Ongoing efforts to digitize and professionalize public administration have further strengthened key institutions, offering a solid foundation for structural transformation.
