The annex explains the continuity of the 2018 SCD’s four pathways while aligning them with the World Bank’s newer mission emphasizing environmental sustainability and broader well-being dimensions.","Public Disclosure Authorized Public Disclosure Authorized  \nAnnex 5-Systematic Country Diagnostic Update: Papua New Guinea  \nCountry Context and Recent Developments  \nDespite an abundance of natural resources and a large amount of economic activity in the extractives sector (e.g., World Bank 2023a), Papua New Guinea (PNG) faces substantial development challenges.  \nThe country contains one of the largest tropical forests in the world, which is estimated to include 6-8% of all global species (e.g., World Bank 2018); its exclusive maritime economic zone is the source of over 10 percent of the global tuna harvest; and PNG is also a significant global producer of gold, methane, anda wide array of agricultural products (World Bank 2023a) . Meanwhile, there are limited formal employment opportunities, with the majority of the population relying on subsistence agriculture or informal employment (e.g., World Bank 2013; Pandey and Howes 2022; etc. ); the country has extremely poor human development outcomes, where a child born today would earn approximately 43 percent of what they could if they had good health and education;1 and the country has a high extreme poverty rate, with 40 percent of the population living below the international poverty line of $2.15 (2017 PPP) in the last official estimate in 2009 (e.g., World Bank 2013) . As illustrated by the array of problems faced by the country, there are many substantial constraints to reducing poverty and boosting prosperity on a livable planet.  \nThese issues were highlighted in detail in the 2018 Systematic Country Diagnostic (SCD) (World Bank 2018) . The 2018 SCD argued that the four pathways to improve these poor outcomes were to: (i) ensure prudent macroeconomic policy management and effective implementation; (ii) deepen and widen access to quality services; (iii) enable private sector development for job creation and inclusive growth; and to (iv) manage risks to the sustainability of inclusive growth and poverty reduction. The important crosscutting theme of governance and institutions was recognized, and there were nearly three dozen policy priorities by which each of the pathways might be best achieved.  \nThis SCD Update incorporates new dimensions of the World Bank’s mission and further discusses the continued relevance of the 2018 SCD’s main messages. Importantly, the World Bank has changed its vision since 2018 to create a world free from poverty on a livable planet, which incorporates environmental sustainability, food security, access to clean drinking water and improved sanitation, and other key dimensions of well-being into the World Bank’s mission. Here we address the key constraints threatening the added dimensions and we present preliminary estimates of the indicators in the World Bank’s new Global Scorecard. Furthermore, all available evidence since 2018 illustrates that there has been very limited change in either poverty or the inclusivity of growth, that the development challenges that PNG faced were more serious than described in the SCD, and that each of the pathways from the 2018 SCD remains critical to improving development outcomes in the country.  \nThe SCD Update is divided into three sections. First, we present a brief snapshot of the environmental situation and key developments in economic growth and poverty; second, we describe each of the four critical pathways necessary to best achieve poverty reduction and shared prosperity on a livable planet, highlighting policy priorities; and lastly, we discuss critical knowledge and data gaps in the country.  \nEnvironmental Sustainability  \nPNG hosts some of the most critical reserves of carbon and biodiversity in the world.
