Despite country-specific contexts, the analysis highlights shared structural constraints, interconnected priorities, and the need for connectivity, risk reduction, and stronger public service delivery.","Public Disclosure Authorized Pub lic Disclosure Authorized  \nAnnex 4: Streamlined Country Diagnostic5  \nThe Systematic Country Diagnostic (SCD) covers a group of nine small Pacific Island Countries (PIC9)—Kiribati, Marshall Islands, the Federated States of Micronesia, Nauru, Palau, Samoa, Tonga, Tuvalu, and Vanuatu. The document updates the previous SCD, completed in 2016, and assesses emerging challenges arising from the COVID-19 pandemic and increasing climate change risks. It refreshes the pathways identified in the earlier SCD to reflect underlying structural constraints as well as emerging impediments to development now in the foreground; the pathways to development are: (i) increased economic opportunities; (ii) maximizing human capital and its economic returns; and (iii) building more resilient incomes and livelihoods. As the PIC9 SCD Update shows, while each country is unique, there are common challenges across the region. Moreover, development priorities cannot be viewed in isolation—they are largely interconnected, with progress in one area depending on progress in many others.  \nSmall, remote islands with internally dispersed populations form an economic geography that imposes structural constraints on both the private and public sectors. ThePIC9 countries consist of small islands scattered across a vast expanse of the Pacific Ocean—for example, Kiribati has a mere 120,000 people spread over tiny islands that span a marine area as large as India. Economies of scale are limited, and costs associated with imports, transport, and logistics are high. The PIC9 countries are largely left with a narrow set of key economic activities—tourism, fishing, and agriculture. The limited economic diversity means increasing vulnerability to external economic and disaster risks. These challenges translate into a common set of macroeconomic outcomes; nearly all PIC9 countries suffer from high public spending, large trade deficits relative to the size of the economies, heavy reliance on external flows (such as foreign aid and/or remittances) to fund deficits, and elevated risks of debt distress due to low debtcarrying capacity.  \nAnother consequence of the Pacific Islands’ economic geography hampers development—frequent and intense natural disasters, exacerbated by climate change. The Pacific Islands have very high exposure and vulnerability to the climate change impacts on land, marine, and water resources and climate-sensitive livelihoods. Increased sea levels and storm surges threaten to exacerbate coastal inundation, cause shorelines to retreat, and increase saltwater intrusion into freshwater aquifers and potable water. Environmental risks impede the accumulation of productive infrastructure, put pressure on fiscal balances, and shift attention and resources from other fundamental development activities.  \nThe combination of distance and dispersion raises the cost of delivering public services, particularly healthcare and education. High transportation costs make imported inputs, including medical equipment and supplies, more expensive. Moreover, skill shortages in the local labor market constrain effective public service delivery. Given these unique Pacific characteristics, governments must decide the range of services offered in each region. They must also decide to whom these services will be provided, how they will be provided, and how they will be funded. Making these decisions will often involve difficult tradeoffs between equity, efficiency, and other objectives.  \nRecent events have made some of these development challenges more pressing and others more nuanced. By imposing travel restrictions and other measures, most PIC9 countries managed to delay COVID-19 infections until the start of 2022. Postponing infections did not prevent widespread disruption in the PIC9 economy, with tourismdependent countries suffering the greatest blow.
