Through intentional sequencing, WBG institutions have developed joint implementation plans to address essential infrastructure gaps in energy and urban transport and promote both local enterprises and foreign investment in agribusiness, infrastructure, value-added manufacturing, and tourism, which are critical for job creation. Major programs—including two ongoing programs - Women Entrepreneurship Development and Access to Finance Program and Grand Nokoué Sustainable Urban Mobility Project- and two new MPAs presented with this CPF- the Dogo Bis multipurpose dam and irrigation MPA, and ALAFIA nutrition MPA—exemplify this WBG approach.  \nIn this model, the World Bank leads upstream reforms and public investment to mitigate sector risks; IFC provides advisory services and mobilizes private capital; and MIGA offers guarantees to de-risk and crowd-in private investment. By sequencing World Bank-led reforms, financing, and institutional capacity development alongside IFC’s targeted advisory and investment efforts and MIGA guarantees, the WBG institutions establish a foundation for emerging private entities to achieve commercial viability. This approach prepares these enterprises to engage in scaled investments within sectors that offer significant developmental impact but currently lack investment readiness.  \nJoint implementation plans (in support of outcome 2 and 3)  \nIn the energy sector, the Dogo Bis Multipurpose Dam and irrigation MPA is a good example of joint WBG implementation plan. It is a coordinated WBG effort to deliver transformative infrastructure using a sequenced approach. The World Bank leads initial project preparation, feasibility, and public funding for early works. IFC helps design the project to attract private investment in the next phase and supports market sounding. The combined team aims to meet international bankability standards, with IFC mobilizing private capital or advising on PPPs, and MIGA providing risk insurance and guarantees. This process mitigates project risks and aligns financing, positioning Dogo Bis to generate renewable energy, enhance agriculture, and develop agro-industrial hubs, supporting M300, AgriConnect and prevention goals.  \nIn the transport Sector, the Grand Nokoué Sustainable Urban Mobility Project illustrates a One WBG engagement that aims to modernize and green urban transport in the Greater Cotonou area. The World Bank will lead systemic sector reforms, professionalize the paratransit system, improve mobility conditions, and establish an enabling environment for electric mobility along strategic corridors. Complementarily, IFC is pursuing investment opportunities in transport operators poised to accelerate the sector’s modernization. IFC could also mobilize private capital in public transportation projects, and the urban mobility related industrial value chain.  \nIn SME development, the WBG will use advisory services and innovative programs to address informality. The ongoing Women Entrepreneurship Development and Access to Finance Program aims to support womenled firms and create 25,000 jobs with US$70 million of private capital. The World Bank is strengthening informal and semi-formal women-owned businesses through skills training, grants, and guarantees, as well as reforms and institutional support. IFC will provide capacity building for the SME agency, structure a gender bond, and mobilize capital for commercially ready women-owned MSMEs.
