The commercial loan of up to US$400 million (or equivalent in EUR) will be guaranteed by the PBG on a first-loss basis and will benefit from a MIGA Non-Honoring of Sovereign Financial Obligations (NH-SFO) guarantee provided on a second-loss basis.  \nDirectors commended Angolan authorities for advancing a strong reform program, as outlined in the DPO policy actions, aimed at strengthening macroeconomic resilience and achieving inclusive and private sector-led economic diversification, including by leveraging the opportunity of the Lobito Corridor development.  \nDirectors welcomed the innovative optimization of IBRD and MIGA balance sheets, and the layering of the guarantees to support Angola in mobilizing financing resources at favorable terms. They supported the government’s strategy to improve its debt profile through the liability management operation and by creating space for development financing through the debt-fordevelopment swap. They asked about the impact of the oil subsidies reform on the economy, and about the mitigation measures, especially with respect to vulnerable populations.  \nDirectors encouraged the authorities to sustain structural reforms to support economic diversification, private sector-led job creation and macroeconomic resilience, and maintain close dialogue with the World Bank Group, the private sector and development partners.
