","Public Disclosure Authorized Public Disclosure Authorized  \nAngola  \nGirls’ Empowerment and Learning for all Investment Project Financing  \nChair Summary*  \nApril 29, 2021  \nExecutive Directors approved an IBRD loan in the amount of US$250 million for the Girls’Empowerment and Learning for All Investment Project Financing (IPF) in Angola on the terms and conditions set out in the President’s Memorandum.  \nDirectors expressed strong support for the operation, including its multi-sectoral approach, and welcomed the authorities’ commitment to empower girls and tackle learning poverty, while mitigating the impact of the ongoing COVID-19 crisis through scholarships and safely reopening schools—all within a challenging context of significant fiscal constraints, low human capital indicators and additional COVID-19 related impacts. They appreciated the integration of lessons learned from previous operations and the scaling up to cover more beneficiaries.  \nNoting that Angola has been hard hit by the steep decline in oil prices in 2020, is burdened by high external public debt, with a resulting tight fiscal situation, Directors appreciated the World Bank’s support to strengthen the Government’s capacity to invest in social sectors. They acknowledged the World Bank’s comparative advantage and value added in engaging to empower girls and strengthen learning and encouraged continued cooperation with the UN agencies, NGOs and bilateral partners. They stressed the importance to focus more on such innovative investments that can affect poverty rates.  \nDirectors acknowledged the authorities’ success in carrying out important improvements to the education sector in recent years, and their commitment to further boosting human capital outcomes. They underscored the need for continued country ownership and increased investmentsin education sector beyond the program duration. They encouraged the WBG to continue supporting the Government in investing in human capital reforms for the country’s long-term productivity and GDP growth, as this would be an important ingredient to the country’s plan for diversifying the sources of economic growth. They took particular note of the project’s approach to addressing gender-based violence and sexual exploitation and abuse/harassment and encouraged the WBG to continue to invest in strengthening the government’s capacity to prevent and respond to such cases. They noted the integration of digital technology in the operation and encouraged the Bank to better leverage the digital solution by engaging with the private sector.  \nDirectors took note of the risks associated with the operation.
