Statistics\n\nMaximum wind speeds observed in the 10-15 km layer are observedquantities of a random or stochastic variable.  The following dis cussionin this paragraph is based on Hald [2].  It is convenient here tointerpret a set of observations of the maximum wind speeds in the 10-15km layer as a random sample drawn from a population of al1 conceivableobservations that may have been made under the same conditions.Theprobability of an event then may be spoken of as the frequency of theevent in the population.When the theory of probability is appliedhere,it is assumed that eventual1y an event wil1 occur with a relativefrequency which is practically equal to its probability.  To the extentthen that the data sample of eight years of serially complete record ofthe maximum wind speeds of the 10-15 km layer over Cape Kennedy Florida,is representative of the population,relative frequencies are computedand used as probabilities.  \nPage 2 -ERRATA -NASA CR-61260.  \nCorrection(6)continued:  \nPrevious work(Crutcher and Quinlan [2])with the maximum wind inthe 10-15 km layer at Cape Kennedy,Florida indicates that a normaldistribution may be used to approximate the upper wind maxima distribu-tion.  However,there does exist some correlation in time so the serialdata are not completely independent.  Work with the statistical param-eters is reserved for the future.  This study presents only the empiricalprobabilities in terms of the wind speeds less than and equal to,orgreater than specified speeds occurring in specified time intervals.The correlation or dependence of data,though of interest,is a part ofthe ensemble and need not be extracted.
