lifting of the Cuban embargo andthe eventual integration of that coun-try into the Inter-American system_isprobably only a matter of time.Theomission of the question from the of-ficial agenda of the present OAS meet-ing—which takes place as this is writ-ten —is certainly wise, since the press-ing questions of the Panama Canal andthe U.S.Trade Act provide enough sub-stance for discussion to occupy all minds.Hemisphere peace demands that thesetwo questions be resolved and justly, inthe face of the long inequities that havegenerated so much anti-U.S.distrust inthe hemisphere. \nHowever,the subject of Cuba remains“in the air,”symbolically and literally. It has become a constant theme of in-terviews and broadcasts.Like the springverdure, the atmosphere of U.S.is alivewith avid announcements of visits toCuba by potential political candidates, journalists, proponents of the Cubansystem;and the unremitting editorialsby that ardent champion of Castro'sCuba,“The New York Times.” \nHowever,among the Cuban them-selves,now living outside their country, the subject is not one which can of-ten be discussed dispassionately.Manythousands remain still embittered by theCastro-communist usurpation of the Rev-olution,for which they suffered in fleshand paid for with their means.Otherthousands in exile carry the agony ofdear ones, still confined in prisons,sole-ly for opposition to Castro's politicalapostasy.Of course, many thousandsmore in exile continue to feel the frus-trations of their material losses. \nWhatever this may mean, there stillremain in exile some of the great revo-lutionary fighters;some who,in a sense, far more profoundly than the CastroSierra Maestra sector, fought and wonthe anti-Batista revolution, and whostill hope that their return to Cubamay start the ferment of the leaveningforces of freedom. \nAbove all differences there is one sub-ject on which all Cubans in exile feelunitedly—that whatever the final reso-lution of the Cuban issue may be,thefate of the thousands of men who stillremain in Castro's prisons(some forthe entire 15 years)should be resolved. \n# AMERICAS WEIGH CASTRO'S REFORM\n\nBy FRANCES R.GRANT \nWe note that this subject was over-looked by our visiting dignitaries;atleast publicly, they have been too\"deli-cate”perhaps to mention the matter toCastro! The highly articulate interna-tional organizations also, which so pas-sionately cry out about prisoners inother countries, have here been strange-ly silent! \nBe this as it may,the topic of thispersonal reminiscence by this writerdoes not concern itself alone with thequestion of political prisoners;to re-mind the proponents of the Cuban ex-periment and Cuban redemption thatthe precedents of the“Paredon”and“summary execution”were the gift ofCastro to the Americas. \nHowever,the considerations before thehemispherie forces, this May 1975,areother ones:This organization —the \nHEMISPHERICA \n## IADF AT THE CROSSROADS\n\nWILLEM Van Loon, the Panama, that in 1975,150 years will have passedsince Bolivar attempted to unite thewestern hemisphere, and that 1975 willalso mark 200 years since the UnitedStates won its independence, you realizehow
