Despite recent global and regional shocks, the country has demonstrated resilience and a commitment to reform. Yet, Albania still has some way to go in achieving convergence with European Union income levels, and the path forward is shaped by demographic shifts, climate vulnerabilities, and evolving global dynamics. In this context, fiscal policy plays a pivotal role in supporting Albania’s development aspirations.  \nThis Public Finance Review (PFR) comes at a critical juncture. It provides a comprehensive assessment of how fiscal policy can contribute to long-term growth, macroeconomic stability, and equitable resource distribution. This PFR provides an assessment of Albania’s fiscal policy landscape, including macro-fiscal trends, revenue mobilization, and public expenditure patterns and efficiency. The PFR also offers sector-specific insights on pensions and early childhood education and care, reflecting Albania’s demographic shifts and the imperative of gender inclusion.
