Congresslst Session  \nReport No.4  \nFebruary 28,1979  \n## ALASKA LANDS BILL\n\nWith over 20 months of intense hearings and study on the Alaska Lands Bill behindit,Congress 1s again faced with resolving long-standing conflicts and reaching newcompromises on this controversial issue.  \nConcluding four days of hearings last week,the House Committee on Interior andInsular Affairs began mark-up on the Alaska Lands Bill on February 27.A committee vote,set tentatively for this week,will decide the vehicle that will be used for mark-up.Several compromise substitutes were introduced to replace the current H.R.39.The moreconservative,introduced by Rep.Jerry Huckaby(La.)has the backing of Rep.Don Young(Alaska)and_is similar to last year's H.R.2199,passed by the House.More closelyresembling H.R.39,the second substitute,supported by chairman Morris K.Udall(Ariz.),was introduced by North Carolina Rep.Lamar Gudger.The key conflicts again focus onboundary disputes over Federal lands involving oil and gas development options,mineralholdings,and state's rights with regard to state land selection.  \nFinal drafting of the bill is scheduled for sometime prior to March 19.  \nThe House Merchant Marine and Fisheries Subcommittee on Fisheries,WildlifeConservation and the Environment,also actively working on the Alaska Lands Bill,hascompleted four days of hearings on February 14,22,23 and 26.Effectively keynoting themajor areas of concern,nine panels presented the views of the Administration,the Stateof Alaska,native Alaskans,oil,gas and mining developers,and environmentalists.Thepanels reviewed the impact of oil and gas development;energy implications;stateinterest conflicts;caribou;Yukon Flats;cooperative management of the Bristol BayCooperative Region;subsistance;and hard rock mining.  \nHearings wil1 continue on March 6 with panels composed of experts on wilderness,transportation and access.  \nThe Subcommittee will journey to Alaska March 8-12,with field hearings scheduled inFairbanks on March 10.  \n## ENDANGERED SPECIES\n\nOn January 29 Sen.Howard Baker(Tenn.)introduced two amendments to the EndangeredSpecies Act,S.242 and S.243.The first bill would abolish the cabinet level EndangeredSpecies Committee established by the Culver-Baker amendment adopted to Section 7 of theAct during the last Congress.Sen.Baker's second bil1 would exempt the Tellico Dam inTennessee from the provisions of the Act.  On January 31,Sen.Jim Sasser(Tenn.)followed the Baker lead with S.298 which would also exempt the Columbia Dam in Tennessee.  \nThe Baker and Sasser amendments were in response to the recent decision by theEndangered Species Committee not to exempt the Tellico:  The Committee found that thebenefits of completing the project did not clearly outweigh the benefits of alternativeswhich were consistent with preserving the endangered snail darter.Charles Schultze,chairman of the Counci1 of Economic Advisors,and W11liam Wi1lis,Tennessee'srepresentative on the Committee,were among those joining in the unanimous decision.  \nIn related action,the Endangered Specles Committee granted an exemption for theGrayrocks Dam in Wyoming.   The exemption is contingent upon the implementation ofmitigation designed to lessen the impact of the dam on downstream whooping cranehabitats.
