rule-makers,if only because his replacement will not have the clout that Stockmanhas exerted.Five powerful House chairmen recently accused the agency of sus-taining a"pervasive and persistent pattern of intrusion and interference thathas shifted the focus of discretionary decision-making authority from the agen-cies designated by Congress to OMB,"with the result that some --EPA was named--are no longer willing to challenge OMB's authority in the regulatory arena.
AND CLOSER TO HOME,Acting Air AA Charles Elkins is complaining that OMB is hold-ing key air rules hostage, with some deadlines missed by as much as four months."Issues are slow to surface, then are rarely resolved or elevated to decisionson any timely basis and only then after constant badgering from my staff."E1-kins charitably attributes this to the heavy workload of OMB,rather than --asothers,such as Rep.John Dingell(D.-Mich.),would have it --an intent to forceEPA to pare costs or lighten regulatory controls.Nevertheless, while the newbudget director will not be the powerhouse that Stockman has been, the generalthrust of OMB activities is not expected to change significantly.
鲁 鲁善
THE LEAD QUESTION continues to be answered in reductions by many countries.EECnations will have to offer premium unleaded gas by Oct.1,1989.Austria beganoffering lead-free gas in April.West Germany and Switzerland have had it foryears. Hungary will provide unleaded by next January.Australia is getting lead-free gas this summer, and new cars must have catalytic converters in 1986.Evenin the laissez-faire economic world of Hong Kong, lead levels in gas sold droptto 0.95 grams/gallon,the result of voluntary compliance by industry.SaudiArabia has one of the highest lead levels,3.17 grams/gallon,but indicationsare that the government will order a cut soon.On the home front,EPA is comingunder increasing pressure from some groups, particularly farmers,to ease out ofthe total ban on lead in gasoline toward which the agency has been edging.
CLEAN WATER LEGISLATION was cleared for floor action by the House Rules Commit-tee July 12.The Public Works Committee version is not expected to run into anysignificant difficulties, although several amendments will be offered.

| Publisher:Leonard A.Eiserer
Editor:Caroline Long
Chief Correspondent:
Jim Sweeney
Jaime Steve | Air/Water Pollution Report (ISSN 0002-2608),published woekly.Includes Air and Water Naw.Subacriptlon
rate:$327 per year plus first-class or air-mail postaga.Subscribers in U.S.Canada and Mexico.ad $11:sub
scribers in all other countries, add $47.Six-month and multiple year rates available on request.Reproduction
in any form prohibited without expross permission from the publiher.POSTMASTER:Send address chenges
to BPI,951 Pershing Dr.,Silver Spring,MD 20910.Phone:(301)587-6300.Air/Water Pollution Reoort k
CCopyright Business Publiahera,Ine.1985
available electronically via NewNet (B00)345-1301. |
| --- | --- |

AIR/WATER pollution report_
    July 15,1985
## SUCCESS OF DIOXIN MOBILE INCINERATORWILL SPUR PRIVATE DEVELOPMENT,EPA SAYS

The recent successful trial burns of dioxin-contaminated wastes, conductedby the Environmental Protection Agency using a mobile incinerator, will probablyspur private industry to develop the technology for commercial use, according toEPA officials."We are now completely satisfied with th","cbCainr8V9QIRFWj","https://ap.wps.com/l/cbCainr8V9QIRFWj","pdf",3583784,11,"English","# SUCCESS OF DIOXIN MOBILE INCINERATOR WILL SPUR PRIVATE DEVELOPMENT, EPA SAYS
## CALIFORNIA OFFICIALS URGE CONTINUED OCS MORATORIUM","[{"question":"What is the main focus of the July 15, 1985 AIR/WATER pollution report issue?","answer":"It summarizes weekly environmental protection developments, emphasizing air and water regulatory actions alongside EPA updates and related policy responses."},{"question":"What did EPA say about the dioxin mobile incinerator trial burns?","answer":"EPA officials stated the technology performed successfully and that the private sector would likely develop the system for commercial use."},{"question":"What types of performance and emissions results were reported for the dioxin burns?","answer":"The report describes high destruction/removal efficiency exceeding 99.9999%, particulate emission compliance in most tests, and carbon monoxide emissions measured in parts per million."}]","AIR/WATER pollution report - Weekly Report on Environmental Protection - July 15, 1985 | PDF",1791871701,28]
