week, but had to put off work when Superfund came to the topof the Senate schedule.Meanwhile, the staffs are working hard to resolve what-ever problems they can before the legislators sit down.Rep.Jim Howard(D.-
N.J.),a strong advocate for the high-dollar House bill --"this is one problemyou can solve by throwing money at it"is a theme song of his --says that theHouse and Senate versions "are not that far apart."He expects to see a bill onthe president's desk by the end of next month。Others aren't so sure.
MEANWHILE,THE SENATE did finally get down to work on Superfund, threading it inbetween consideration of the also-controversial immigration bill during most oflast week.As he did with the Clean Water reauthorization, the president hasthreatened to veto the bill, which is $2 billion heavier than the administrationcleanup plan.Staffers say that the CWA conferees are not taking the warning tooseriously because of the lopsided majorities by which bills passed in both houses.
IT'S A DIFFERENT STORY with Superfund, however, and the threat is likely to havea decided influence in the Senate debate on who's going to foot the oleanup bill.Al1's quiet on the House side.No committee action oceurred last week. However, key actors in the debate did sit down with Speaker Tip O'Neill(D.-Mass.)to de-cide whether to go for a one-year extension this week,as environmentalists havebeen urging.Rep.John Dingell(D.-Mich.)argued against it and won the day.
DAMSON ON THE GRIDDLE.Robert Dawson, the Corps of Engineers'point man on wet-lands dredge-and-f1ll permits, faced his monthly grilling by Sen.John Chafee(R。-R.I.)last Wednesday(see story,p.363)。The scenario was the same as inthe four earlier sessions. Some progress is being made, the senators were told, but new memoranda of agreement continue to elude the Corps,BPA and DOI.Chafeedidn't say whether he expects to put Dawson on the hot seat yet again, but he iaso dissatisfied with the pace of the wetlands protection program that he is prob-ably going to try to block his nomination to the top job in the Corps.
COOLING DOWN。Meanwhile, the senators will get their first erack at another ofthe key wetlands actors tomorrow,Sept.24.Larry Jensen will be up for hisconfirmation hearing as EPA water AA.But nobody's bringing out the roaatingpan for him。He's expected to encounter warm wishes and little heat.

| Publiaher:Leonard A.Eiserer
Editor:Caroline Long
Chief Correspondents:
Jaime Steve
Lori Wainrlght | Air/Water Pollution Re
rate:$347
