DO NOT CODIFY . Title.  \n26  This act shall be known and may be cited as the “Arkansas ACCESS Act”. 27  \n28 SECTION 2. Arkansas Code § 6-1-404(a), concerning the membership of  \n29 the School Leadership Coordinating Council, is amended to read as follows:  \n30 (a) The School Leadership Coordinating Council consists of ~~seventeen~~  \n31 ~~ (17)~~ the following members ~~as follows~~ :  \n32 (1) ~~ The Chair of the Arkansas Association of Colleges for~~  \n33 ~~ Teacher Education Council of Deans;~~  \n34 ~~ (2)~~ The Commissioner of Elementary and Secondary Education;  \n35 ~~ (3) The Director of the Arkansas Leadership Academy;~~  \n36 ~~ (4)~~ (2) The Commissioner of the Division of Higher Education;  \n1 ~~ (5)~~ (3) The Director of the Division of Career and Technical  \n2 Education;  \n3 ~~ (6) The Executive Director of the Arkansas Association of~~  \n4 ~~ Educational Administrators;~~  \n5 ~~ (7) The Executive Director of the Arkansas Education~~  \n6 ~~Association;~~  \n7 ~~ (8) The Executive Director of the Arkansas School Boards~~  \n8 ~~Association;~~  \n9 ~~ (9) The Executive Director of the Arkansas Association for~~  \n10 ~~ Supervision and Curriculum Development;~~  \n11 ~~ (10) The Executive Director of the Arkansas Rural Ed~~  \n12 ~~Association;~~  \n13 ~~ (11) A representative from the Arkansas Professors of~~  \n14 ~~ Educational Administration;~~  \n15 ~~ (12) A representative from the Arkansas Center for Executive~~  \n16 ~~ Leadership;~~  \n17 ~~ (13) A representative from an education service cooperative;~~  \n18 ~~ (14) A representative from the Arkansas Public School Resource~~  \n19 ~~ Center, Inc~~.~~ ;~~  \n20 ~~ (15) A representative from the Arkansas State Teachers~~  \n21 ~~Association;~~  \n22 ~~ (16)~~ (4) The Chair of the Senate Committee on Education or the  \n23 chair's designee; ~~and~~  \n24 ~~ (17~~ ) (5) The Chair of the House Committee on Education or the  \n25 chair's designee ; and  \n26  (6) Other stakeholders as deemed necessary by the members  \n27  designated under subdivisions (a)(1) -(5) of this section .  \n28  \n29 SECTION 3. Arkansas Code § 6-1-404(d), concerning meetings of the  \n30 School Leadership Coordinating Council, is amended to read as follows:  \n31 (d)(1) The council shall meet at the times and places that the Chair  \n32 of the School Leadership Coordinating Council deems necessary but no less  \n33 than four (4) times per year .  \n34 (2) ~~ Seven (7)~~ A majority of the members of the council shall  \n35 constitute a quorum for the purpose of transacting business.  \n36 (3) All actions of the council are by quorum .  \n1  \n2 SECTION 4.
