Tuesday,December 9,1986 \n# ACE URGES UNIVERSITIES TO REVIEW THEIR SEXUAL HARASSMENT POLICIES\n\nProvoked by a recent U.S.Supreme Court ruling and studies indicating that sex-ual harassment remains a pervasive problem on campus, the American Council onEducation(ACE)yesterday issued a statement urging colleges and universitiesto review thefr policies and programs designed to prevent harassment. \n\"We know these problems have not gone away, and maybe every campus is not asprepared as they would like to be,\"said Donna Shavlik, director of ACE's Of-fice of Women in Higher Education.\"This is not an indictment\"of the way col-leges handle the issue, she said,\"just a way of saying 'Here's an opportunityto look again at the policy if you have it and make sure you're raising theissues you should.'\" \nTo prove that sexual harassment continues on campus,ACE cited a Harvard Uni-versity study that found 32 percent of tenured female professors,49 percent ofthose without tenure,41 percent of female graduate students and 34 percent ofundergraduate women had encountered some form of sexual harassment at leastonce at the university. \nAngs Banak tied to job benefits(HED,June 20)。The Court did not specify when an employer 1s lable, but saidthe existence of a grlevance policy or the employee's failure to report theharassment does not always protect the employer. \nIt would be\"prudent\"for colleges to examine the 1mplications of Vins on,ACEsays.\"The implications are that the institution must be as knowledgeable aspossible and must have policies,\"Shavlik said.\"It's hard to extrapolate\"from the specific employment-related issues add ressed in Vins on to academiccircumstances, she said,\"but the liability issue is there;institutions can-not claimignorance.\" \nDefining sexual harassment is the first step colleges must take,ACE says, and, while it does offer a model definition of sexual harassment,ACE suggests thatany definition encompass overt solicitation of sexual favors for academic orjob benefits and\"persistent,unwanted attempts to change a professional rela-tionship to a personal one.\" \nACE also urges colleges to: \n■ Adopt, preferably with the endorsement of a faculty governing body, astrong, formal policy prohibiting sexual harassment; \n(more) \n# ACE URGES UNIVERSITIES TO REVI EW THEIR SEXUAL HARASSMENT POLICIES(Cont.)\n\n■Develop a confidential grievance procedure that encourages reporting of sex-ual harassment. The process should allow informal resolution,or formal reso-lution if that fails, and should allow an employee or student to circumvent im-mediate superiors, who are often the source of the problem; \n■ Disseminate the institutional policy to all faculty, staff, administratorsand students,as well as to those who contract to do business on campus or toprovide student internships; \n■ Investigate and resolve complaints promptly;and \n■ Periodically publicize the results of investigations, making certain thatthe privacy of all parties is protected. \nFor a copy of the ACE statement, which includes the names of campus personnelwho have worked on harassment issues, send a
