It presents three core measures—higher cultivation, higher wages, and good independent farmworker housing—and claims these require nationalisation of land so cultivation can be controlled by standards, resources protected, and landlords compensated fairly for value used in national policy withI regard to agriculture must be perfectly apparentto every thinking person. \nBy every test that can be applied, the present systemhas failed. The area under crops in this country, duringthe past fifty years, has been reduced by 3l million acres, though the area used for sport during that period hasgreatly increased. The rural population has fallen;itsgeneral standard of life is admittedly disgracefully low;housing accommodation has deteriorated;wages havenot been adequate. \nIn these circumstances, with agriculture becoming aserious and pressing trouble instead of a national comfort, with fields going back to a state of primitive nature, withland being used more and more as a luxury and less as acommodity, the Labour Party have felt it their duty tosee what can be done to put British Agriculture in theposition it ought to occupy. \nThe three cardinal points of Labour's scheme can bestated very briefly. They are:— \n1.Higher cultivation of the land. \n2.Increasingly higher wages;and \n3.Good and independent houses for the farmworkers, \nA PROSPEROU S cOUNTRYSIDE \nAt present the aggregate yield of national wealth fromthe land is ridiculously small in relation to the potentiali-ties.With a view to meeting the problem, the LabourPolicy therefore lays down as a fundamental principle theNationalisation of the Land, and supports this with ascheme by which the cultivation of the land will be subiectto standards of control. \nThere cannot be private ownership of land and a goodsystem of cultivation. In the old days the owners ofland, the great territorial magnates, performed a usefulfunction in societyThey had a thousand and oneresponsibilities, and it was because they were chargedwith fulfilling those responsibilities that they owned theland. It was handed over to them as a condition of thenational services that they performed.Rent and owner-ship were their wages. \nTo-day,however,they perform those services nolonger.Formerly the landlord was the capitalist of thefarmer, but that function has gone.At pre","cbCaivzXeuWynziv","https://ap.wps.com/l/cbCaivzXeuWynziv","pdf",1340870,"English","# RESTRICTIONS ON USE:\n## TECHNICAL
