It was developed by the Dog and Cat Management Board with permission from the LGA. \nThe guide was revised in 2019 to reflect the changes to the Dog and Cat Management Act 1995 in 2017 and 2018. \nThis guide will assist Councils address cat management related issues. The guide provides practical advice about legislative requirements, policy considerations, community engagement and implementation. \nThe guide provides a summary of: \n• background information on the By-law-making powers of Councils; \n• key policy issues to be considered by Councils in the exercise of their statutory powers to make a By-law for the management of cats; \n• procedural requirements for making Council By-laws; \n• practical issues encountered by Councils making By-laws; and \n• guidance and suggestions on various issues that may arise in relation to the making, review and administration of a cat By-law. \nThe Dog and Cat Management Board has developed a Model Cat By-Law template available through the The Dog and Cat Management Board website council secure [http://council.dogandcatboard.com.au/](http://council.dogandcatboard.com.au/)[ ](http://council.dogandcatboard.com.au/)[users/sign_in](users/sign_in) \nThe content is intended as a guide only. Councils are required to seek legal advice on proposed By-laws. \n2 Background \nCat popularity is evidenced by high cat owning population estimated to be over 500,0001 in South Australia. \nA key strategic priority of the Dog and Cat Management Board is ‘Improved cat management through responsible cat ownership and community collaboration’. \nWell administered By-laws are proven to reduce cat management issues, improve cat welfare and help address community concerns. The Dog and Cat Management Board would welcome an increase in both the number of Councils using By-laws and the extent of matters addressed in them. \nNew legal responsibilities for cat owners were introduced 1 July 2018 relating to cats, the most significant being the introduction of: \n• mandatory microchipping; \n• mandatory desexing; \n• a new registry and standards/guidelines for breeders who sell, exchange or barter; \n• a new statewide database (Dogs and Cats Online) \n[http://dogsandcatsonline.com.au](http://dogsandcatsonline.com.au) \n[Microchipping:](Microchipping:) \nUnlike a collar or tag, which can easily snag and fall off, microchipping is a safe and permanent way to identify a cat if it becomes lost or is impounded. \n• All cats wil","cbCaibgwMgw4ym34","https://ap.wps.com/l/cbCaibgwMgw4ym34","pdf",2189677,24,"English","# Introduction\n# Background\n# How should Councils respond?\n## Examine local evidence\n## Understand the research\n## Prepare a management report\n## Engage the Community\n# When to use a By-Law?\n# Reviewing an existing By-Law\n# Statutory Procedures\n# Discussion Guide of options\n# Community Engagement Plan\n# Legislative Review Committee & Order Making Powers\n# Outcomes\n# Appendix\n## Cat facts\n## Defining the cat population\n## The Impact of Cats\n## References","[{\"question\":\"What is the purpose of this guide for councils?\",\"answer\":\"It assists councils in addressing cat-management issues by providing practical advice on legislative requirements, policy considerations, community engagement, and implementation.\"},{\"question\":\"What key legal responsibilities for cat owners were introduced in July 2018?\",\"answer\":\"The guide highlights mandatory microchipping, mandatory desexing, new requirements for breeders who sell or trade cats, and a new statewide database (Dogs and Cats Online).\"},{\"question\":\"When should councils consider using a by-law for cat management?\",\"answer\":\"The guide includes a dedicated section on when to use a By-Law, alongside guidance on reviewing existing by-laws and the statutory procedures for making them.\"}]","A Guide to Preparing a Cat By-Law | PDF",1791027460]
