It explains how institutional racism, unemployment or underemployment, inadequate housing, and diminished respect for ethnic lifestyles can obstruct prevention efforts, while also noting progress driven by minority practitioners and clients. pre-supposes the ability ofindividuals, agencies, and communities to alter the forces thatcause abuse of substances. For ethnics of color, altering theseforces requires above all, access to the political, social, andeconomic systems affecting the quality of their individual andcommunity lives, and the recognition that those systems can, inturn,be affected and changed. \nAmong minorities, drug abuse prevention efforts have beenseverely hampered due to lack of such access.Institutional racism,unemployment/underemployment,inadequate housing, poor education, and lack of esteem for ethnic group lifestyles and values on thepart of the dominant society have had a severe negative impact onminority drug abuse prevention efforts. The latter factor is bestexemplified by the assumption of many policy makers that strategiesdesigned for general use(white middle class audiences)can and willwork in any community. What may seem ironic is the fact that muchof the progress that has been made in the drug abuse field hasoccurred in minority commmities with minority practitioners andclients.Dr.William Harvey, the director of a ","cbCaibPSIlA71CXx","https://ap.wps.com/l/cbCaibPSIlA71CXx","pdf",1091812,32,"English","# Setting the Stage for Multicultural Drug Abuse Prevention\n## Access and Empowerment\n## The Holistic Approach\n## Early Planning Factors\n## Building to Empowerment\n# Knowledge, Skills, and Respect: Keys to Empowerment\n# Prevention Program Designs\n## Information\n## Education\n## Alternatives\n## Intervention\n# A Concluding Note\n## Summary","[{\"question\":\"Why does effective drug abuse prevention require access and empowerment?\",\"answer\":\"The guide states that prevention depends on the ability of individuals, agencies, and communities to alter forces that cause substance abuse.
