could be put on channeling fundsto courts and high-crime areas. \nCreation of an advisory panel of non-govern-ment experts to oversee the Law EnforcementAssistance Administration's granting of funds forcriminal justice projects has been proposed byAttorney General Edward Levi. \nAllow the states to allocate money withintheir jurisdictions to areas where crime is highest. \nReportedly,Levi's suggestion is being con-sidered by the White House as a way to cut backon federal spending. The current LEAA budgetis the largest single item in the Justice Depart-ment,and while it is down to $769.8 million forfiscal 1976-$106 million below fiscal 1975-it is still $300 million over the FBI budget andrepresents more than one-third of the JusticeDepartment's total expenditures. \n\n| IN THIS total block-grant systemunder which all funds would be distributed inblocks to states and local jurisdictions, therebyeliminating the discretionary funding system forspecial projects. \nThe Ford
