CELPIP is by-nature a computer-based test that measures the test-taker’s ability in all four-language skills, namely listening, speaking, reading, and writing. This review is meant to explain what CELPIP test includes, how it is structured, and how it is administered. The review also pores through the reliability, fairness, equity, accuracy, and ﬁnally justice for test takers.  \nImmigration and Citizenship of the government of Canada presently accepts and approves of CELPIP test for the prospective immigrants to show their skills in reading, writing, listening, and speaking. CELPIP is by nature a computer-based test which is exclusively made for Canadian Immigration (McLeod & Cheng, 2023) . CELPIP is one of the language assessment products by Paragon Testing Enterprises, a private testing company associated with the University of British Columbia (UBC)(McLeod & Cheng, 2023) . Nowadays, Canadian professional groups accept CELPIP for licensing, and twenty-eight colleges and vocational schools accept it for admission. Nevertheless, CELPIP is not accepted for the university admissions (Winter, 2018) . Although Paragon testing has not yet shared the exact number of people who take CELPIP test, it is still important to carefully examine CELPIP and its role within Canada’s language testing system for international migration. This short review will expound what CELPIP is used for, how it is structured, how it is administered in Canadian testing context, the resources it provides for the test applicants as well as test users and the types of linguistic tasks included in the test.  \nJLARFÒ Quarterly – Founded 2024 [https://](https://jlarf.com)[jlarf.com](https://jlarf.com) September 2025/Volume 1 – Number 1  \nCELPIP Test construct  \nAccording to Paragon, CELPIP is a test that checks how well someone can use English in everyday situations. The main goal of the test is stated to measure the language skills needed to communicate well in Canadian social, educational, and work environments (Paragon, 2021) . The test claims to covers things like talking to coworkers and bosses, understanding news articles or written materials, and chatting with friends (Paragon, 2021) . Paragon Testing Enterprises states functional language skills mean being able to use language knowledge and abilities to do diﬀerent things in social situations. This idea comes from the theory of communicative language ability, which was developed by Bachman and Palmer (1996) . Based on this theory the Canadian Language Benchmarks (CLB) was created, which were introduced in 1996 to help describe how immigrants’ English skills can develop. The CLB has 12 levels, and is used to decide what type of language use can cover people’s need for settling in Canada or becoming citizens. It is also supposed to shows what Canadian identity would be like. The CLB levels is claimed to help make decisions about language proﬁciency and what services people would need. Paragon Testing Enterprises matched CELPIP scores with the CLB levels and found that CELPIP levels 4 to 10 are most useful for the people who take the test (Paragon, 2021) .
