LawEnforcement Assistance Administration.  \nTo no one's surprise,Pres.Carter tapped lawprofessor Norval Morris to be administrator of LEAA.Hisdeputy administrator for policy development would beHenry S.Dogin,and the deputy administrator foradministration would be Homer F.Broome.  \nMorris,54,whose nomination has been expected formonths(CJN 7/17/78),is a well known and influentialcriminal justice thinker.Currently dean of the University ofChicagoLaw School,from 1965-75 he doubled as head ofits Center for Studies in Criminal Justice.  \nA native of New Zealand,Morris is now a U.S.citizen.Among his seven books is The Future of Im-prisonment(1974),an essay that contributed greatly tothe demise ofthe rehabilitation model\"of corrections andits replacement by a punishment or \"just deserts\"model.  \nEven more germane to his prospectiveLEAA positionis Morris's 1977 Letter to the President on Crime Control(Univ.of Chicago Press).That book is summarized belowas a service to CJN
