Discrimination on the basis of race, color, and national origin is prohibited by Title VI of the Civil Rights Act of 1964; sex discrimination is prohibited by Title IX of the Education Amendments of 1972; discrimination on the basis of disability is prohibited by Section 504 of the Rehabilitation Act of 1973; and age discrimination is prohibited by the Age Discrimination Act of 1975. Additionally, OCR shares in the enforcement, with the U.S. Department of Justice, of Title II of the Americans with Disabilities Act of 1990, which prohibits disability discrimination by public entities, whether or not they receive Federal financial assistance from the Department. OCR also enforces the Boy Scouts of America Equal Access Act. Under this law, no public elementary or secondary school or State or local educational agency that provides an opportunity for one or more outside youth or community groups to meet on school premises or in school facilities shall deny equal access or a fair opportunity to meet, or discriminate against, any group officially affiliated with the Boy Scouts of America or any other youth group listed in Title 36 of the United States Code as a patriotic society. \nFor more information, please see OCR’s website at [https://www.ed.gov/about/ed-offices/ocr](https://www.ed.gov/about/ed-offices/ocr). \n46th Annual Report to Congress on the Implementation of the \nIndividuals with Disabilities Education Act, 2024 \nIndividuals with Disabilities Education Act: to ensure the free appropriate public education of all children with disabilities \nOffice of Special Education and Rehabilitative Services \nU.S. Department of Education \nThis report was produced under U.S. Department of Education Contract No. 91990022C0061 with New Editions Consulting, Inc.
