Student Success Program 2026 Biennial Report to the Oregon Legislature \nExecutive Summary \nIn the LGBTQ2SIA+ Student Success Program, Oregon has one of the only LGBTQ2SIA+ specific grant programs from a state education agency in the country, funded by the Student Success Act, which currently invests $2.1 million per biennium to 14 grantees across the state to improve educational outcomes for LGBTQ2SIA+ youth. The LGBTQ2SIA+ Student Success Advisory Group members and grantees have sustained hostile threats, doxing, and organized opposition, alongside connection and joy, in the pursuit of implementing this program to support queer and trans youth. Our intentional choice herein is to highlight our successes and joy in the face of bigotry and harassment. The Oregon Department of Education (ODE) submits this biennial report with the goal of highlighting both the stark challenges faced and heartening successes achieved when implementing this life-saving work. \nGrantee Possibility Models \n24 grantees have spent the last three years bringing to life the ideas drawn into the first LGBTQ2SIA+ Student Success Plan (SSP) . Possibility modeling, where queer youth can \nsee a supportive pathway for themselves in the future, is incredibly important in growing resilient LGBTQ2SIA+ youth. A new section of this report highlights four possibility models–suicide prevention and mental health, better together regional ESD model, culturally sustaining programming, and rural visibility and support–which are composites of multiple grantees work across rural and urban regions of the state, laying a roadmap for community partners to replicate and adapt to fit their community needs. \nHonoring Youth Needs & Student Success Plan Revision \nThis Student Success Plan equips Oregon communities with strategies and skills needed to increase supportive educators, schools, families, friends, and communities; such supportive measures are shown to increase academic success, feelings of belonging, and reduce negative mental healt","cbCaibVFTo3ebDlI","https://ap.wps.com/l/cbCaibVFTo3ebDlI","pdf",20267081,36,"English","# Executive Summary\n## History and Purpose\n## LGBTQ2SIA+ Student Success Plan Overview\n## Advisory Group\n## Aligning Student Success Plans\n## System Improvements\n## Accountability and Alignment across Agency Initiatives and School Districts\n## Grant Program: 2023-2025\n## Looking Forward to the 2025-2027 Biennium\n## Appendix A: Plan Timeline\n## Appendix B: 2023-2024 and 2024-2025 Grantee Funding\n## Appendix C: 2024-2028 Grantee Profiles and Project Summaries","[{\"question\":\"What is the LGBTQ2SIA+ Student Success Program’s purpose in this biennial report?\",\"answer\":\"The report frames the program as life-saving work supported by Student Success Act funding, aiming to improve educational outcomes for LGBTQ2SIA+ youth while acknowledging both challenges and achievements.\"},{\"question\":\"How is the program funded and how many grantees does it support?\",\"answer\":\"The program is funded with $2.1 million per biennium and supports 14 grantees across Oregon.\"},{\"question\":\"What changes are planned for the next Student Success Plan iteration?\",\"answer\":\"A revised LGBTQ2SIA+ Student Success Plan is planned for the 2025-2027 biennium, building on and updating the 2020 plan using community insights, survey data, grantee materials, and youth input.\"}]","2026 Biennial Report to the Oregon Legislature - LGBTQ2SIA+ Student Success Program | PDF",1792061622,91]
