Background and Purpose\n\nLouisiana state law(RS 17:24.4)requires local education agencies (LEAs)to establish a comprehensivePupil Progression Plan (PPP)based on student performance on the Louisiana Educational AssessmentProgram (LEAP)with goals and objectives that are compatible with the Louisiana Competency-BasedEducation Program and which supplements the minimum standards approved by the State Board ofElementary and Secondary Education(BESE).The PPP shall address student placement and promotionand shall require the student's mastery of grade-appropriate skill before he or she can be recommendedfor promotion.  \nRS 17:24.4 states that“particular emphasis shall be placed upon the student's proficiency in grade-appropriate sills which may be considered in promotion and placement;however,each local schoolboard shall establish a policy regarding student promotion and placement.”  \nThe purpose of this document is to assist LEAs in developing their required PPP in accordance withapplicable laws and regulations and to codify LEA policies and procedures related to student placementand promotion.In each section of this document,language that conforms to applicable laws andregulations has been pre-populated.Space is provided for LEAs to add any additional local policies andprocedures that fulfill the mandate of the law and support students in acquiring proficiency in grade-appropriate skill.Once the PP is completed,submitted to LDOE,and published locally,teachers shalldetermine the promotion or placement of each student on an individual basis.LEAs may reviewpromotion and placement decisions in order to ensure compliance with their established policy,andreviews may be initiated by a school's governing body,the local superintendent,or a student's parentor legal custodian.  \nThe PPP should be submitted as a PDF to ppp@la.gov by October 31.  \nQuestions about this document should be directed to PPP@La.Gov.  \n## II.
