On behalf of the Africa II Group, I welcome the theme on jobs, the path to prosperity, an agenda that is particularly relevant to youth and women. We also welcome the one-World Bank Group approach, with the World Bank providing the building foundations for jobs, and IFC and MIGA deploying strategic helping hands to enhance the private sector.  \nWe agree on the need to act with scale and urgency, especially given the challenge at hand: 1.2 billion young people will join the labor market over the next decade, and only 420 million jobs will be available in developing countries. In Sub Saharan Africa, 362 million young people will become working-age adults over the next decade, but only 151 million job opportunities will be available, making it by far the most affected region. This means an additional 2 million young people joining the labor market, every month. Besides, SSA is home to two-thirds of the World’s poor, and 85 per cent of people without access to electricity. Yet, over the same decade, Africa will be home to one in five of the world’s population and more than a quarter of its youth, which presents a great opportunity for us to foster the demographic dividend, for the greater good.  \nThis is happening against the backdrop of daunting challenges, ranging from public finances deficits, to growing indebtedness, fiscal constraints, geopolitical tensions and on international trade, fragility, conflictsand violence, climate change and environmental degradation. This situation is particularly detrimental to Low Income countries and Small States. If unaddressed in a comprehensive fashion, these challenges threaten global stability, as we have seen with the overarching consequences of illegal migration.  \nWe need a renewed focus on structural economic transformation, which is critical for sustainable growth. Investments should prioritize creating quality jobs, value addition, and developing productive sectors, not just precarious, low-wage employment, in addition to promoting DRM and addressing the issue of informality in our economies.  \nAfrica II Group remains committed to working with the World Bank Group on the reforms recommended around the three pillars, all underpinned by high-potential sectors: agribusiness, energy, health, infrastructure, manufacturing and tourism. That said, we have key messages.  \nFirst, the emphasis on reducing risks and the focus on private sector engagement and job creation is welcome. This approach resonates with the need to address the demographic boom and high unemployment in many developing countries. However, we urge the Bank to redouble its efforts to provide funding for pivotal infrastructure through IBRD and IDA. In fact, despite over a decade of efforts under the “billions  \nto trillions” agenda, private capital mobilization has not seen the anticipated scale.
