Arvils Ašeradens  \nMinister of Finance  \nLatvia  \non behalf of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden 110th Meeting of the Development Committee  \nOctober 25, 2024  \nWashington, DC  \nViolent conflict is spiking with nearly 60 percent of the world’s extreme poor estimated to live in countries affected by fragility, conflict and violence (FCV) by 2030 if current trends continue.  \nThe Nordic and Baltic countries condemn in the strongest terms Russia’s unprovoked, unjustified and illegal war of aggression against Ukraine. Our support for Ukraine’s independence, sovereignty and territorial integrity is absolute and steadfast.  \nWe applaud the Bank’s strong support for Ukraine and call upon the Bank to continue supporting Ukraine by implementing projects in transport, energy, agriculture, housing, education, health and other sectors. The Bank’s support in restoring Ukraine’s economic growth and mitigating risks for the private sector as well as providing technical assistance and capacity building contributes largely to Ukraine’s reform efforts towards the EU accession.  \nIn Gaza a humanitarian catastrophe continues to unfold. Much of Gaza has been reduced to rubble and the destruction of civilian infrastructure is disastrous. The cost of reconstruction will be immense. Concerningly the conflict has spilt over into the wider region, putting it on a path of escalation that is much more difficult to reverse. Meanwhile, one of the largest humanitarian crises in the world evolves in Sudan and millions have fled their homes after one and a half year of civil war. Crises continue to grow elsewhere with equally devastating consequences.  \nThese are human-caused catastrophes that inflict loss of lives, cause displacement, lead to famine, environmental consequences and set hard-won progress and development back by decades. The World Bank continues to play the pivotal dual role of responding to crises and supporting countries getting back on track towards the SDGs and the Paris Agreement.  \nWhile the world economy is recovering from effects of the pandemic, the successive shocks of high interest rates, debt vulnerabilities and geopolitical volatilities have stalled progress in the fight against poverty. IDA countries are seriously off-track in achieving the SDGs and face rising risks. Nearly 700 million people are trapped in extreme poverty and in the next decade 1.2 billion young people will enter the labor market in the Global South while these economies are only expected to create 400 million new jobs. Partner countries, donors, and IDA must unite in the effort to tackle these challenges, so that countries and people can lift themselves out of poverty in the long term, building upon IDA’s proven track-record of strong development outcomes. The Nordic and Baltic Countries remain committed to a successful conclusion of an ambitious, robust and impactful IDA21 replenishment, our most important task this fall.  \nStructural megatrends are transforming the world and presenting both challenges and opportunities. At the same time economic uncertainties created by conflict, debt, food insecurity and the  \nclimate crisis call for an urgent and forceful response. The World Bank was created 80 years ago to restore economic prosperity in the wake of devastating conflict. We must ensure that as the world evolves the Bank remains prepared to tackle the defining challenges of our time and is ready for the future.
